Regular meeting of the Village Board of Trustees was held on Wednesday~ <br />January 12 i, 1977 at 7200 P.M, in the American Legion Hall. <br /> <br />Present: Mayor Synnett, Tr. Dolan, Tr. Alfonso~ Tr. Bain, Tr. Lawrence, <br />Tr~ O~Rourke and Atty. Lyons. <br />Absent: Tr. Belding. <br /> <br />Minutes of the last regular meetinO held Dec. 8, 1976 had been duplicated <br />and previously presented to Board members. <br /> <br />Motion by Tr. Bain, seconded by Tr, Lawrence that the abo~e minutes be <br />accepted as written. Carried. <br /> <br />Mr. Robert Geneslaw, representative of Raymond, Parish & Weiner~ Inc., <br />addressed meeting in reference to the possibility of the Village acquiring <br />Community Development funds. <br /> <br />Mayor Synnett reported we were interested in the development of the Main, <br />Market & Mill Street areas and would like to initiate a program foe funding <br />without low income housing. <br />He inquired as to time elemerrt and cost factors involved for reimbursement. <br /> <br />Mr. Geneslaw reported that if the Village was only interested in parking, <br />chances under the Community Development Plan would be very slim. <br />He stated plan mainly provided low income housing but other areas could tie in <br />(:~e suggested Village contact Department of Transportation regarding funds <br />for parking. <br />In reference to Community Development funds, Mr. Geneslaw reported two <br />Public Hearings were required for the purpose to allow residents express <br />themselves as to what type of programs would be followed. He stated parking <br />could tie in as part of a rehabilitation program and money could be.avail- <br />able to acquire property. <br />Mr. Geneslaw stated there were two phases involved with application: <br />1. Pre-phase application in which Government looks over request. 2. Eull <br />application which outlines detailed program. <br /> <br />Mayor SFnnett reported housing project proposed for Channingville Rd. could <br />tie in with this project. <br /> <br />Mr. Geneslaw stated this depended on timing as to approval and either <br />the Village or a developer could submit applications for housing. <br />He stated there~were two forms of housing: 1. new construction. 2. <br />Rent supplement, if same was more than 25~ of their salary. <br />Mr. Geneslaw reported Village's application could include housing plan <br />and Village could back out at that point. He reported $2500. for pre- <br />application is not reimbursable and cost for full application could <br />come out of 9rant. <br />Mr. Geneslaw reported 2-18-77 was a firm deadline and largest application <br />acceptable would be $300,000. He stated they expected one other applicant <br />and had no assurance Villa9e would get full amount. He stated Federal <br />money could be used to acquire property. <br /> <br /> <br />
