Annual meetinG of the VillaGe.Board of Trustees was held on-April 4, 1977 <br />at 8:00 P.M. in the American Legion Hall. <br /> <br />Mayor Synnett requested a moment of silent prayer be observed in memory <br />of Joseph McDonald, former Village Treasurer~ who recently passed away~ <br /> <br />Village Clerk swore in officers elected at the previous election., <br /> <br />Present: Mayor Synnett, Tr. Dolan, Tr. Alfonso~ Tr. L~wrence, Tr. Silvestri~ <br />Tr. O'Rourke~ Tr. $chinella and Atty. Lyons. <br /> <br />Tr. Dolan submitted a list of possible committee members. <br /> <br />Appointments: <br /> <br />Nayor,Synnett stated it was a serious responsibility for everyone to <br />work together in the best interest of the Village. He called on Atty.- <br />Lyons for a legal opinion in reference to appointments. <br /> <br />Atty. Lyons reported he don't normally attend Annual meetings as his term <br />ran out at noon. He stated the Mayor had requested that he explain changes <br />in the Village Law which occurred in 1973-74. <br />Atty. Lyons reported Village Law had been modified in one area with respect <br />to appointments. He stated the Mayor makes all appointments with approval <br />of the Board of Trustees. Atty. Lyons reported the Trustees no longer <br />have appointive powers and if the Mayorts appointment was overruled, <br />incumbant would continue to serve. <br /> <br />Tr. Dolan stated that this was not in accordance with the Democratic <br />~process. <br /> <br />Tr. Lawrence inquired as to time statue and Atty. Lyons replied incumbant <br />could serve indefinitely. <br /> <br />Tr. Alfonso reported this process wasn't followed last year. <br /> <br />Atty. Lyons reported there was one case where a Village tried to-change <br />the Village Law by a local law and return appointive power but he didn't <br />know the outcome. <br />He discussed section 4-400 of the Village Law which outllnes the powers <br />of the Mayor. <br /> <br />Mayor Synnett stated he was willing to work with anyone or any committee. <br /> <br />Tr. Dolan reported Trustees don't have to accept committees. <br /> <br />Water Commissioner: <br /> <br />Mayor Synnett appointed Anthony D/Marco as Water Commissioner <br /> <br /> <br />
