Annual meetinG of the VillaGe.Board of Trustees was held on-April 4, 1977 at 8:00 P.M. in the American Legion Hall. Mayor Synnett requested a moment of silent prayer be observed in memory of Joseph McDonald, former Village Treasurer~ who recently passed away~ Village Clerk swore in officers elected at the previous election., Present: Mayor Synnett, Tr. Dolan, Tr. Alfonso~ Tr. L~wrence, Tr. Silvestri~ Tr. O'Rourke~ Tr. $chinella and Atty. Lyons. Tr. Dolan submitted a list of possible committee members. Appointments: Nayor,Synnett stated it was a serious responsibility for everyone to work together in the best interest of the Village. He called on Atty.- Lyons for a legal opinion in reference to appointments. Atty. Lyons reported he don't normally attend Annual meetings as his term ran out at noon. He stated the Mayor had requested that he explain changes in the Village Law which occurred in 1973-74. Atty. Lyons reported Village Law had been modified in one area with respect to appointments. He stated the Mayor makes all appointments with approval of the Board of Trustees. Atty. Lyons reported the Trustees no longer have appointive powers and if the Mayorts appointment was overruled, incumbant would continue to serve. Tr. Dolan stated that this was not in accordance with the Democratic ~process. Tr. Lawrence inquired as to time statue and Atty. Lyons replied incumbant could serve indefinitely. Tr. Alfonso reported this process wasn't followed last year. Atty. Lyons reported there was one case where a Village tried to-change the Village Law by a local law and return appointive power but he didn't know the outcome. He discussed section 4-400 of the Village Law which outllnes the powers of the Mayor. Mayor Synnett stated he was willing to work with anyone or any committee. Tr. Dolan reported Trustees don't have to accept committees. Water Commissioner: Mayor Synnett appointed Anthony D/Marco as Water Commissioner
