A Public Hearin~ on a proposed Local Law relating to the Percentage <br />of ~xemption for Commercial, Business and Industrial Activities as <br />provided by Section 485-b of the Real Property Tax Law was held on <br />Wednesday, June 8~ 1977 at 7:00 P.M. in the American Legion Hall. <br /> <br />Present: Mayor Swnnett, Tr. Alfonso, Tr. Lawrence, Tr. Silvestri, <br />O'Rourke, Tr. $chinella, Atty. Lyons and Assessor Walker. <br />Absent: Tr. Dolan <br /> <br />Atty. Lyons reported this was Local Law #1 of 1977. He stated exemption <br />could amount to 50 % of assessed value of improvement. <br />Mr. Lyons reported Assessor recommended Village adopt local law eliminating <br />exemption. <br /> <br />Assessor Walker reported eruption would effect Village assessments only <br />and the Town of Poughkeepsie and the Wappingers Central School district <br />have endorsed the exemption. <br />He recommended it not be endorsed as it would prove discriminatory to <br />persons who made previous improvements. <br />Mr. Walker reported Village's economy is not that desperate and there <br />were only two or three parcels which could take advantage of same. <br />He stated it could be 9ood if it applied better to the Village but <br />there was no local input. <br />Mr. Walker reported a minimum of $10,000 would result in an assessment of <br />$2500. and one application would be the same as 10 veterans exemptions. <br />He reported exemption could have drastic effect and same was &vailabl~ <br />but not one application has been filed. ~m <br />Mr. Walker reported that, if the Board wamt to maintain exemption, he <br />would 90 along with same. <br /> <br />Mr. Nusbickel~ representing the D.C. Business Association and the <br />Chamber of Commerce, recommended allowing the tax deduction. <br />He stated Village would be directly effected by it and exemption ¢ouldnt <br />hurt but only help, as same would induce business. <br />Mr. Nusblckel reported exemption wouldn't hurt existing businesses but <br />would help the taxpayers. <br />He stated that, if same isn't endorsed~ money would be spent in other <br />areas and he goes alon~ with vision of en61ronment. <br />Mr. Nusbickel reported he was lookin9 to improve the Village by en- <br />couraging people to remodel. He stated there would be no tax gap and <br />the Chamber was in favor of the exemption. <br /> <br />Tr. Silvestrl reported he was in accordance with Assessor Walker as big <br />business was looking for a tax exemption which should be given to <br />property owners. <br /> <br /> · ~ <br />Tr. Lawrence reported we should try to keep the erasing business here <br />and provide an incentive for new business. <br /> <br /> <br />
