JOINT MEETING, VILLAGE BOARD, TOWN BOARD, TOWN OF <br />WAPPINGER, and COUNTY REPRESENTATIVES - AUGUST 15, <br />1977 <br /> <br />PRESENT: Mayor Synnett, Trustees Lawrence and Schinelia, Supervisor <br />Diehl, Town Councilmen Clausen, JOhnson, Versace and Jensen, County <br />Legislators Hannigan, Armstrong and Lombardi, County Commissioner of <br />Solid Waste Thomas L. Connelly, William Rao,. carter, and James J. <br />Lyons <br /> <br /> Mayor Synnett announced the purpose of the meeting was to <br />discuss the formation of a solid waste agency, proposed by County <br />Legislator Joseph Lombardi. <br /> <br /> Mr. Lombardi stated that the method of apportioning capital <br />costs, as set forth in his presentation of August 2nd, was based upon <br />population; that the population of each municipality represented a <br />fraction of the total waste generated and this fraction was charged <br />against the municipality on the basis of its equalized assessments. <br />He stated that there had been considerable objection to this cost ap- <br />proach and that others were being considered. The one most likely to <br />be adopted would be based upon a benefit assessment against each home <br />in the proposed district, with the rates being the same for all <br />participants. <br /> <br /> A discussion of the proposed site followed. Councilman J~nsen <br />stated that he was opposed to a Town of Wappinger site. Trustee <br />Schinellaalso Opposed the site because of the proximity of Wappingers <br />Creek. Both were assured that with adequate precautions no leachate <br />from the operation would reach the creek, although it was generally <br />agreed that there is a leachate problem from the old landfill project. <br /> <br /> William Rao asked if dumping at the new site would be cc~- <br />pulsory, and Mr. Lombardi replied that the individual carterscould <br />make their own arrangements. He was of the opinion, however, that <br />it would be more economical to use the proposed facility as the tipping <br />fee would be under $6.00 a ton. Mr. Rao observed that a ton runs <br />from two to three yards, depending on how wet it is. <br /> <br /> Mayor Synnett inquired what arrangements would be made to <br />cover clean-up days, scrap furniture and appliances and demolition <br />waste. Mr. Lombardi acknowledged that that portion of the problem had <br />not as yet been considered, but stated that the objective of the agency <br />would be to develop a plan for overall solid waste disposal. Super- <br />visor Diehl explained that under the Town program the Town picked up <br />such waste and brought it to a central site where an outside firm ran <br />it through crushing equipment and carted it off for salvage. He <br />stated that there had been no charge to the Town. Commissioner Connelly <br />remarked that "white goods" and ferrous waste often have zero salvage <br /> <br /> <br />
