A Public Hearing on proposed Local Law #2 entitled 'A Local Law Relating <br />to the Appoint~nt o~ Non-Elective Village Officers was held on 9-14-77 <br />at 7100 P.M. in the American Legion Hall. <br /> <br />Present: Mayor $~nnett, Tr. Lawrence, Tr. Silvestri, Tr. O~Rou~ke, <br />Tr. Tr. Schinella, Tr. Dolan and Atty. Lyons. <br />Absent: Tr. Alfonso. <br /> <br />Attyo Lyons reported Notice af Public Hearin9 appeared in the W. & $.D. <br />News on 8-31-77 and stated Law, as it new stands, gives the Mayor the <br />appointive power. <br />He reported Local Law, i/ adopted, would transfer the appointive <br />power back to the Board of Trustees, subject to a mandatory referendum** <br /> <br />Atty. Lyons reported a.similar Law was adopted in Lancaster and <br />passed the referendum. He stated the Mayor took the Village Board <br />to Court and Law was declared invalid, but case was still p~nding. <br /> <br /> Lawrence reported Village/as a whole should have a voice in <br />government as to what the Village Board could do. <br /> <br />Tr. Silvestri reported Village Board made decisions in the past and <br />should remain in the sa~e capacity. <br /> <br />Mayor Synnett reported appointments were made fairly. <br /> <br />Tr. $chinella reported Village incorporated in 1871 and until 1976 <br />the Village Board made the appointmentsj Me stated procedures were <br />changed in 1977 as a result of a l~w adopted in 1973. <br />He stated 6 Trustees and the Mayor are elected tO represent the <br />Village of Wappingers Falls to act as an administrative branch <br />and .not just one. <br />Tr. $chinella reported appointed officials run the Village on a day <br />to day basis 6nd the residents want the ability to know who fills <br />these positions. <br />He stated there were no personal feelings against the Mayor but felt <br />the State Law was. not representative of the taxpayers and, therefore~ <br />an attest should be made to change the law, <br /> <br />Mayor Syrmett repo~ted he and Tr. O'Rourke had ~ade an attempt to <br />confer with the Board on appointments prior to sasm. <br /> <br /> o <br />Tr. Dol&n reported procedure wasn't follcaeed the year before last <br />and since this was a democratic Village it should be run in a <br />democratic way. <br /> <br />Mrs. Masterson inquired as to the cost for a special referendu~ <br />and Atty. Lyons replied Village could schedule a special election <br />or submit proposition at the next Village.general election. <br /> <br />Tr. O'Rourke rpoerted all the Trustees have to approv~ the appoint~entSo <br /> <br /> <br />
