A Public Hearing on proposed Local Law ~9, establishing a residency
requirement was held at the American Legion Hall on Spring Street
at 7:00 p.m. on Tuesday, November 26,1985.

Present: Mayor Synnett, Trustees Boyle, Cioppa, Kcmornik, and Schinella,
also Att'y Reilly.

Att'y Reilly presented the proposed Local Law es~mhlishing a residency
requirenent for Village employees. He further presented a letter frcm the
PBA c~t,'t~nting on the proposed law, and rec~t,,~nding a proviSion allowing
a reasonable time for an ~loyee residing outside the Village to relocate.

Tr. Kcmornik asked if it would be preferable to estmhlish the policy as a
Board resolution; Att'y Reilly stated that a local law would be more
effective.

-there being no further cc~ment at this time, th~ Mayor held the public
hearing open.

A second Public Hearing restricting parking on Spring Street was held
at 7:15 p.m.

Mrs. Masterson stated that she disagrc~ with ~he proposed law as it
restricted parking to Village officials and employees, reserving three
spaces all day long, whether or not they were being used.
Tr. Cioppa agrc~, and observed that parking in that location was
already restricted to two hour parking, and a number of vehicles were
parked there most of the day.
Tr. Schinella said he would prefer that the law specify that the
proposed reserved spaces were for official business rather than Village
officials.

Tr. Schinella also asked for clarification on the Civil Service
regulations as they pertain to residency requirements.

-there being no further cc~ments on either proposed local law, the
Mayor closed both Public Hearings.

Motion by Tr. Kcmornik, seconded by Tr. Schinella that both proposed
laws be referred back to the legislative c~t~ttee for furth~er review.
-carried.

The regularly scheduled meeting of the Village Board followed the
Public Hearings.

Mr. Peter Sanfilippo addressed tb~ Board in reference to the K of C run
tentatively scheduled for December 8,1985; the matter was referred to the
insurance agent for clarification, whereupon Tr. Schinella stated that
everything appeared to be in order.
