The regular meeting of the Village Board of Trustees was held on Wednesday, <br />January 11, 1978 at 7:30 P.M. in the A~erican Legion, <br /> <br />Present: Mayor Synnett, Tr. Dolan, Tr. Alfonso~ Tr. Lawrence, Tr. Silvestri, <br />Tr. O'Rourke and Atty. Lyons. <br />Absent: Tr. Schinella. <br /> <br />Minutes: <br />Minutes of the last regular meeting held on Dec. 14, 1977 had been duplicated <br />and previously presented to Board members. <br /> <br />Motion by Tr. Silvestri, seconded by Tr. Lawrence that the minutes be <br />accepted as written. Carried. <br /> <br />Mr. Parlin requested permission ~o address meeting with respect to possible <br />plans for the Marshall property on Rte. 9. <br /> <br />Mr. ~h~mas Marshall present also. <br /> <br />Atty. Parlin reported developers, Mr. Marx and Mr. siegel, were planning <br />senior citizen housing on 19 ox 20 acres of the back proper3y owned by <br />Marshall on Rte. 9. <br />He stated a Senior Citizen home would be tax paying property and they <br />were. interested in knowing how the Board felt about this type of <br />project as they had to process their application to HUD. <br /> <br />Tr. Dolan reported request would have to first go before the Plannin9 Bd. <br /> <br />Mr. Marks stated that, prior,to going before the Planning Bd., a letter <br />of endorsement was required for section 8 of the project. <br />He repor3ed they were developing a project in the Town of Poughkeepsie <br />and were contemplating a 150 unit Senior Citizen home on a portiqn of the <br />Marshall property. He stated they wanted endorsement for this type of project. <br /> <br />Mr. Ma~ks reported this was a federal program and wQuld be fully taxable <br />property. He stated project would be a means of shelter for the elderly in <br />the co~tmunity and would try to answer a community need. <br />Mr. Marks reported a person on a $3600. yearly.income would only be required <br />to pay }900. per yr. <br /> <br />Tr. Lawrence inquired as to age limit and Mr. Seigel replied age 60 and up. <br /> <br />Tr. Dolan inquire~ as to estimated cost and Mr. Marks replied he didn,t <br />have the ff~res at this time. <br /> <br />Mr. Marks displayed plans for proposed project in Town of Poughkeepsie, <br />and discussed same. <br /> <br />Mr. Seigel report.ed HUD imposes st.rict restrictions and project has to <br />be grilled by developer. He stated strong management background is needed. <br /> <br />Tr. Silvestri stated he would first want to know how the project would <br />effect the Village's assessment roll and Mr. Seigel replied all he wanted <br />was enthusiasm from the Board. <br /> <br /> <br />
