A Public Hearing on the p£oposed 1978-79 Village Budget was held on April 13, 1978 at 7:30 P.M. in the American Legion Hallo Present: Mayor Synnett, Tr. Dolan, Tr. Alfonso, Tr. Silvestrls Tro ~awrences Tr. Schinella~ Tr. DiGregorios Atty. Lyons and Treasurer .Campiliio A~ty. Lyons reported notice of the Hearing appeared in the W. & News on April 5, 1978. He stated a~s~perated Hearing on the proposed budget in its entirety is required and a portion of same to be set aside for the intended use of Federal Revenue Sharing funds. Treasurer Capilii reported there had been a decrease in Revenue Sharing from $48~OOO. to $37~000. and same had been expended as follows: Police ($19~000.) - Sanitation ($18~000.) Treasurer Campilii reported proposed budget was a 9 page document which was summarized as follows: Total Appropriations Estimated Revenues Cash Surplus Total Revenue Balance for Tax Levy $870~533.00 322s496.00 52~134.00 374s630.00 495~903.00 He stated proposed base for tax levy would be $16,613,609.00 with a proposed tax rate of $29.85 per thousand Treasurer Campilii reported reason for the tax increase was based on the following: 1. Salary increases 5 to 6~ over the past three years. 2. SUrplus used in.budget decreased from $195sO00 in 1976-77 to $65~000 in 1977-78 to $37,000 in 1978-79 (the difference has to be made up in taxes~) 3° Social Security tax fo~ all ~illage employees increased from 5~85~ to 6.15~. 4, Unemployment insurance is now maddated by NYS Law. - Amount is $5s000. ~ Major budget increases: insurance $ Police 22~000. Lake project 5sO00. Garbage 6. Revenue sharing from Federal Government is down $12~000. 7. Income other than taxes has been stabilized while costs continue to increase. Treasurer Campilii reported tax rated had been kept at $26.00 per thousand as a result of a cash surplus but same was belo~ the normal budgets due to inflation.
