MINUTES OF PLANNING BOARD -2- 8/7/08 <br /> <br />Thomas Bracone, 23 Hillside Avenue dated August 7, 2008 which states “there is a <br />petition on file with the Village opposing further development behind 23 and 25 Hillside <br />Avenue. This should be considered before any changes are made by the Board.” (A <br />copy of this letter is on file in the Planning/Zoning files). Mr. Morris stated at last <br />month’s meeting the applicant had talked about updating his drawing by rearranging the <br />way the homes were on the property. Applicant showed the Board an updated drawing. <br />Mr. Paggi reviewed his letter dated August 4, 2008 with the Board (A copy of this letter <br />is on file in the Planning/Zoning offices). Discussion followed on the confusion of <br />where the front yard would actually be located. Applicant designated a front yard and the <br />Board had no objection to it. Another concern Mr. Paggi had was the adequacy of the <br />access off Church Street Extension – it is a Village right of way and the proposed access <br />appears to be deficient in a number of areas. Church Street is 16’ wide and it is very <br />difficult for two way traffic. Across the frontage on the parcel with is 18’ wide – there is <br />an existing telephone pole, guard rail, and other impediments which limit the existing <br />practical width to approximately 8 feet – also there is no place to pile snow when the <br />Village plows – and if it is plowed s it presently is – the snow pile comes out <br />approximately 10-12 feet in front of the guard rail – this would leave the driveway with <br />no access – and lastly the village right of way should be plotted in a northerly to <br />southerly direction on the north side of Church Street to the South to see how much <br />actual Village right of way exists in the area. Mr. Koehler (Applicant’s architect) stated <br />he would have his surveyor look into this matter and answer the Board – he also stated <br />that he could move the guide rail back approximately 5 feet. Mr. Paggi suggested that <br />once the surveyor gets his information a blow up diagram of the area could be prepared <br />for the Board’s consideration. Mr. Morris read a letter from Greenplan, Inc. dated 8/6/08 <br />(a copy of this letter is in the file in the Planning/Zoning offices). <br /> <br />Mr. Peter Ramputi of 11 Hillside Avenue stated he has a few concerns: (1) the entrance <br />to the driveway on Church Street because as previously stated when the Village plows the <br />snow he has problems with parking, (2) the area has had a big problem with erosion over <br />the years – where there used to be a gentle slope is now a very steep slope – and he has a <br />concern that with building houses and taking down all of the trees back there – there is <br />nothing left to hold the soil together, (3) he does not think there is enough room to build <br />two houses behind his property, (4) truck traffic during construction, (5) egress and <br />ingress into the driveways, (6) he would also suggest that members of the Board take a <br />look at the property before any decisions are made, (7) the houses along Hillside Avenue <br />all have nice backyards with many trees which protect the backyard from the sun and <br />gave them privacy and screening from noise from the Industrial Park, the train station and <br />Bowdoin Park – trees have already been removed and he and his neighbors have lost their <br />privacy. Mr. Morris informed Mr. Ramputi that the property is zoned for residential <br />houses but the Planning Board will work to mitigate any impacts to the neighbors and if <br />the applicants cannot mitigate the entrance and exit to the property that could be an <br />impediment to forward progress. Mr. Koehler stated he had a few questions regarding <br />Greenplan’s letter specifically the comments on the EAF – Comment 1(b) stating that <br />Ms. Greig believes that the answer to question A17.b should be yes since improvements <br /> <br />
