PLANNING BOARD MINUTES -2- 2/5/09 <br /> <br />ANGEL BARROS, 19 DELAVERGNE AVENUE <br />Next on the agenda was the proposal from Angel Barros for a spray booth installation at 19 Delavergne <br />Avenue. Mr. Barros has decided to put a smaller spray booth in then originally talked about when site <br />plan was reviewed. It is approximately the size of a cabinet. Mr. Mayet (architect) presented the <br />Board with documentation on the spray booth. He explained how the spray booth would be vented. He <br />went on to say that Mr. Barros is using clear lacquer and varnish (Mr. Mayet presented the Board with <br />spec sheets for the lacquer and varnish). He also stated that the air coming out of the system is 99% <br />clean. There is also an indicator which shows when the filters have to be replaced. The chemicals <br />would be stored in a metal cabinet in small quantities in accordance with all OSHA requirements. The <br />cabinet will be locked up and can be inspected at all times by the Building Inspector. The spray booth <br />draws about 14 amps and is run on a 220 service. The applicant was instructed to post a $750.00 <br />escrow account and fill out an EAF for our Consultants to review the project. It was stated that the <br />spray booth was not part of the original site plan approval and was removed before the project was <br />given a neg dec. Ms. Jeanne DiPolito stated she had a copy of the June 2008 minutes when the project <br />was approved – and she wanted to make sure that the spray booth was not being installed on her side of <br />the building. Mr. Morris pointed out on the plan where the booth would be installed. It was also stated <br />that the Fire Chief must take a look at all documentation regarding the spray booth. Ms. DiPolito <br />again stated she wanted assurance that there would be no fumes coming onto her property. Mr. Morris <br />stated all would conform with all DEC and State regulations. <br /> <br />RIVERBEND II, MYERS CORNER ROAD <br />Next on the agenda was the proposal from Sterling Properties for 60 luxury apartment units in two four <br />story buildings at Riverbend II. Ms. Van Tuyl stated in speaking with community members who are <br />interested in living at Rivebend II it was instated that people did not want to have to walk up stairs to <br />their units and interest for a elevator building. Mr. Morris asked if applicant was supplying the <br />required number of parking spaces for the project and Mr. Sarchino stated he is providing 116 spaces <br />and required is 90 spaces. It was stated that the plan is being developed with 36 single car garages so <br />there will not be enough garages for all of the units. Mr. Morris asked if there was access for <br />emergency personnel and fire fighters to get around the rear of the building and Mr. Sarchino stated <br />there is access along the sides of the building – if you had to get around the back – there is not access <br />right now but the buildings would be sprinkled. Mr. Sarchino stated he would sit down with the Fire <br />Chief and review the plans. It was also stated that there are three sites for dumpsters and Mr. Morris <br />reminded applicants to show some type of enclosure around them. Mr. McCormick reminded Board <br />and applicants that the Village has a Residential Garbage District law. Mr. Fenton stated that there is a <br />letter on file from the Fire Chief dated 1/10/09 which states that the entrance to the development off of <br />Myers Corners Road onto the proposed road of Riverbend II. The curb as well as the street sign <br />prevents our apparatus from entering the street especially as that is the only access to the development. <br />Hydrants are shown reduced to 6” from 8” - given the length of run and fire load this does not provide <br />enough fire flow that would be required for our needs. Mr. Sarchino stated he would work with the <br />Fire Chief and the Water Department on these issues. Lastly, the Fire Chief states the proposed <br />walkway located at the north side of the development is shown on the site plan to be constructed of <br />gravel. The needs of emergency medical services will be hampered by the limitations of their <br />equipment on gravel affecting patient care. Walkways must be fully accessible for personnel and <br />equipment. <br /> <br />Ms. Firstenberg asked the applicants if they really feel the parking works – you have garages and <br />driveways and are counting those spaces outside of the garages so presumably those spaces will only <br /> <br />
