Special meeting of the Village Board of Trustees was held-on July 16, 1980 <br />at 7:00 P.M. in the American Legion Hall. <br /> <br />Present: Mayor Synnett, Tr. Dolant Tr. Moruzzt, Tr. Siluestri, Tr. Costa, <br />Tr. 9tGregorio~ Tr. Viglotti and Atty. Lyons <br /> <br />Also present: Water Co~missioners Catalano & Berinato, ~ngineers Paggi <br />& Martin and Treasurer Campilli. <br /> <br />Mr. Koppel~ Engineer with Ronald Laberge Assoc., addressed meeting relative to <br />a grant for water improvements. He discussed the amounts of money allocatted <br />to the FHA and ~UD agencies. Mr. Koppel reported only draw back with FHA <br />was t~at monies were allocatted based upon the characteristics of the <br />Village. He stated Village had a large number of users and based on the <br />1970 median, it cost $135.OO per family for water. Mr. Koppel reported <br />application filed with FHA would be for a low interest loen over a 40 <br />year period and HUD would be for a grant. <br />Mr. Koppel discussed loan and reported based on $500~000 it wou~ cost <br />the Village $33,000 the first year plus 5~ interest. <br />Mr. Koppel reported Village could apply for a loan from FHA and then <br />go after a grant from HUD. <br /> <br />Mayor Synnett inquired as to a survey of the entire water system and <br />Mr. Koppel suggested not going into details until w~ get an agency to <br />fund same. <br /> <br />Mr. Koppel reported basic application to FHA would be $500. He stated <br />environmental review and report would cost $3~000. and another $$00. <br />would have to be spent on the HUD application. He stated if <br />Planning data is available, Village could save money. <br />Mr, Koppel reported both applications would cost approxleately $Ss000. <br />an~ same would be reduced to $1500. after funding. He reported, upon <br />approval of funding, his firm would administer grantl there would be <br />a fee for designI an hourly rate an~ supervision. Mr. Koppel reported <br />fees depended upon construction. <br /> <br />Tr. DiGregorlo inquired as to cost should we not get the loan and <br />the grant and Mr. Koppel replied approximately $1500. <br /> <br />Mr. Koppel discussed preliminary application to MUD which could include <br />tanks, pipe size, wells, pumps and treatment. <br /> <br />Tr. Moruszi stated we would have to decide which direction we want to <br />go either through FHA or HUD. <br /> <br />Motion by Tr. Viglotti, seconded by Tr. $ilvestti that Laberge Assoc. <br />be ,authorized to file applications with FHA for a loan and HUD for a <br />grant for improvements to the water system. <br />Motion carried. - All voting in favor. <br /> <br /> <br />
