A ~pecial meeting of the Village. Board of Trustees was held on 2-23-81 at <br />7:30 P.M. in the American Legion. <br /> <br />Present: Trustees Moruzzi~ Costa~ Dolan, DiGregorio. Water Commissioners: <br />Catalano~ Chase and Berinato. Atty. Lyons. Engineers: Paggi & Hartin. <br /> <br />The following letter frecelved from NYS Dept. of Environmental Conservation: <br /> <br />Re: Village of Wappingers Falls- <br /> 6th Application Water Supply <br /> Application #7104 <br /> DEC #314-22-O081 <br /> <br />The enclosed letter of January 13th fron the New York State Department <br />of Health recommends approval of your application subject to the condition <br />that the Villa0e agree to eliminate a large portion of its enormous <br />leakage problem by January 1, 1982. This Department concurs with that <br />recommendation and proposes to require as a condition to any permit <br />granted that the Village develop and implement a program of leak detection <br />and elimination which is acceptable to this Department and the Department <br />of Health. Both agencies agree at this time that a reduction of water lost <br />through leakage to approximately 20~ of the total pumped would be <br />acceptable. We believe, as does the Health Departmentm that January l, 1982 <br />is a reasonable date by which to attain this reduction. <br /> <br />In addition~ we are aware that the Village is presently serving customers <br />outside of its approved service area without the necessary approval of <br />t~is Department. We have, therefore decided that our granting of this <br />permit must be conditioned upon agreement that the Village will file an <br />application to cover all those extensions of service not currently <br />approved by the Department of Environmental Conservation. This application <br />would have to be filed by July 1, 1981. <br /> <br />If you agree with these proposed conditions please forward a written <br />statement to that effect to me by February 20~ 1981. Failure to reach <br />agreement on either of these two matters will necessitate a Departmental <br />hearing prior to a final decision on your application. <br /> <br />Atty. Lyons reported w missed the deadline and recommended requesting <br />an extension until 3-4-81. <br /> <br />Motion by Tr. Costa~ seconded by Tr. DiGregorio that the Village comply <br />with the conditions set forth in the above mentioned letter. Carried. <br /> <br />Discussion followed on proposed renovations to Rte. 9D and the following <br />was determined regarding a bond issue. <br /> <br />1. Board adopts a resolution authorizing the issuance of serial bonds in the <br />amount of x dollars. <br /> <br />2. Same can be subject to public referendum or can publish notice of <br />adoption. <br /> <br />3.If 20 % of voters sign a petition requesting referendum, same must be held. <br /> <br /> <br />
