The regular meeting of the Village Board of Trustees was held on Wednesday,: <br />Sept. 9, 1981 at ?:30 P.M. in the American Legion Hall. <br /> <br />Present: Mayor Synnett, Tr. Moruzzi, Tr. Greco~ Tr. Costa, Tr. Mazochi, <br />Tr. DiGregorio, Tr. Viglotti, Atty. Lyons & Engineers Paggi & Martin. <br /> <br />M~nutes: <br />'~'{~utes of the last regular meeting held 8-12-81 had been duplicated and <br />previ~ly presented to Board members. <br /> <br />Motion by Tr. Moruzzi, seconded by Tr. Mazochi that the above-minutes be <br />accepted as written. Carried. <br /> <br />Mr. Eric Croper, Atty. for Mr. DiCambio, addressed meeting reporting request <br />was previously presented for a zoning change on Channingville Rd. for'26 acres <br />from single family to mobile home~ <br /> <br />Mr. DiCambio reported there was no category in zoning ordinance for mobile <br />homes. <br /> <br />Mr. Croper reported they met with Planning Bd. on 10-2-B0 and presented plan. <br />He stated same had been referred to the Village Board and they wanted a <br />determination on the proposal. <br />Mr. Croper reported he understood there was a problem with sewer and water <br />and this proposal would be a new category to allow mobile home use. <br />He stated proposal could be approved subject to sewer and water. <br />Mr. Croper reported property had sparsed density and project would benefit <br />Village. <br /> <br />Atty. Lyons reported he was instructed to reply to Mr. DiCamblo and same <br />reads as follows: <br /> <br />After discussion with the Department of Environmental Conservation at <br />Paltz, it appears that because of the size of the proposed project, a change <br />of zoning to allow establishment of your mobile home park may require an <br />Environmental Impact Statement. In order to determine if such report is <br />necessary you would have to file an Environmental Assessment Form with the <br />Board setting forth sufficient detail to allow evaluation of the effect of <br />the project on the environmental quality of the site, <br />This would involve a certain expense on your part, and before iucurring the <br />same you should be aware of the following additional information given to <br />me by <br />It appears that when the area was annexed to the Village no plans were <br />filed for the extension of Village water and sewer facilities to the area <br />you propose to develop. Because of this the Village would now have to file <br />plans and obtain approvals from both Bncon and the State Department of <br />Health for any extension of services. <br />At the present time I consider it unlikely that such approvals would be <br />forthcoming without improvement s to our systems which we are in no financial <br />position to accOmplish. With regard to sewer, we are presently under depart- <br />mental order to upgrade our treatment plan:, and while this order is being <br />held in abeyance pending a final decision on the Tri~Municipa! project, it <br />is not likely that the State would approve any increased volume to the existing <br />plant. <br /> <br /> <br />
