PUBLIC HEARING ON PROP0~ED CHAN~ OF ZONING, E. MAIN ST. , WAPPINGERS FALLS <br />N.Y. WAS HELD THURSDAY, JULY 9th at the M~SIER HOMF~TEAD. <br /> <br />THOSE PRESMNT: Mayor Fnma ri, Tr. DiDomizio~ Tr. McCluskey~ Tr. Synnett~ Tr. <br />Valentino, Tr. Bain, Tr. Hoolihan and Arty. Lyons. <br /> <br />There were approximately 20 persons present. <br /> <br />Public hearing was called to order by Mayor Furnari who advised Josephine <br />Ce rino would be fillin9 in for Village Clerk Leo Lowney who was on vacation <br />and he requested Atty. Lyons to read Notice on Proposed Change of Zoning as <br />advertised in local papers. <br /> <br />Atty. Lyons read Notice and stated the application of property owners to re- <br />zone from R/1 to Central Business is in line with what the new Comprehensive <br />Zoning Ordinance has in mind and therefore the Planning Board has recommended <br />approval of the change. He also stated that this was referred to ~utchess <br />County Planning Agency. <br /> <br />Col. Haubennestel advised a letter had been received from Ken Toole of the <br />Dutchess County Planning and both Dutchess County Planning Board and the <br />Village Planning Board have approved the proposed change. <br /> <br />Mayor Furnari asked if anyone present would like to speak~ and if so, to <br />state name and address.' <br /> <br />Mr. Russell Aldrich, 21 Davis Avenue, Poughkeepsie, N.Y., represeting Ralston- <br />k~urina and the property owners involved stated that he was in favor of the re- <br />zoning request. Further, he stated Dr. Lyons has presented the case with fair- <br />ness and in completeness. He stated this is possibly Spot zoning in reverse. <br />It prohibits Commercial use and the best use of the land is for the proposed <br />change in the Zoning Ordinance. It does not conflict with Master Plan and <br />they are in no way involved with a battle over Multi-dwelling. He requested <br />the Board to make a resolution granting the property owners~ request that <br />property be rezoned and that haste is of the u~/ost importance? <br /> <br />Mayor Furnari questioned type of business that would go ~n. Mr. Aldrich re- <br />plied a Restaurant on one parcel of land and the others are yet to be deter- <br />mined. Discussion followed on proposed uses of other parcels. Anything that <br />might 9o in would be subject to Planning Board approval. However, all uses <br />will be of consistent development. Mr. Aldrich stated that this would result <br />in a tremendous increase of tax base, <br /> <br />Tr. Synnett questioned size of restaurant. Mr. Dave Swendson~ representing <br />Ralston-Purina advised 30x30 and it ~uld be a drive-in type of r~staurant. <br /> <br />Mrs. Newton Erlckson questioned fumes. Mr. Swendson stated there wo~ld be <br />no fumes. <br /> <br />Tr. Synnett questioned other uses. Mr. Swendson stated there was only one <br />application at this time. Mr. Aldrich stated that the parcels are being <br />changed at one time to avoid spot zoning. <br /> <br />Mr. Erlckson questioned business in the future. Mr. Swendson stated he was <br />not aware of anything at this time~ <br /> <br />Tr. McCluskey asked if plans were approved, Mr. Aldrich stated no~ not until <br /> <br /> <br />
