A Public Hearing on a proposed ordinance regulating the keeping and <br />running at large of dogs within the Village was held on April 11, 1973 <br />at 7:00 P.H. in the Nester Homestead. <br /> <br />Those present: Mayor Synnett~ Tr. DiDo]eizio~ Tr. l~lans Tr. 8ain~ <br />Tr. Hoollhan, Tr. Beldln9 ~ Arty. Lyons. <br /> <br />Atty. Lyons read copy of legal notice an it appeared in N. & S.D. News <br />on Nar. 29~ <br /> <br />Atty. Lyons reviewed proposed ordinance stating it would be uhlawful <br />the owner or any person harboring a dog within the Village to permit <br />or allow such dog to= a) Run at large, b) Habitually engage in loud <br />barking or h~wling between the hours of 11 o~clock P.M. and 7 o~clock <br />A.H.~ c) Cause damage or destruction to property, or committ a nuisance <br />upon the premises o£ a person other than the owner or person harboring <br />such dog. <br /> <br />Hro McCluskey, South Ave., reported he owns dog and keeps same chained. <br />He stated he was in favor of leash ]aw as his children were frightened <br />by dogs. <br />lie racom=ended no time limit be inserted for the barking of dogs. <br /> <br />Mrs, Angle Armstron.reported her yard fenced in and children were <br />attacked by dogs. $he was in favor of the leash lam. <br /> <br />~rs. Lyons, N. Academy St.~ reported present ordinance adequate to handle <br />misconduct of dogs ig properly enforced. ~he stated leash law would cause <br />hardship on responsible dog owners and new ordinance would punish all <br />owners for irresponsibility o~ a few. <br /> <br />Mr. John Armstrong reported dog owners should show the same responsibility <br />as parents show toward their children. <br /> <br />~rs.Lyona repotted many doqs run loose and she has yet to be troubled <br />by them. <br /> <br />Tr. OiOomizio inquired as to how 1ankh law could be enforced and Mr. <br />McClusk~e replied Nardens are adequate and not all dogs would be <br />picked up. <br /> <br />Tr. Dolan reported that if proposed ordinance is adopted any dog <br />running at large should be picked up. tie inquired as tn where they <br />were going to be put. <br /> <br />Tr. DiDomizio reported SPCA overcrowded and the Town of ~oughkeepsie <br />couldn't enforce their own ordinance. <br />He stated present ordinance is good provided same is enforced. <br /> <br />Mrs. Armstrong reported dogs are always knocking over garbage cans. <br /> <br /> <br />
