Special meeting to adopt proposed 2002-03 Village budget was held on Tuesday, April 30, 2002 at 7:00 PM in the American Legion Hall. Present: Mayor Ross, Tr. Cerino, Tr. Consentino, Tr. Weittich, Tr. Davis and Tr. Schinelta. Absent: Tr. Enson Tr. Cerino said this budget represents the overview of the Village and a lot of time and effort have been expended by the Mayor and Board members in this endeavor; he said it was significant to note that the t~ increase is ~.89% over last year with a little over $3,000. of the total appropriations over the previous year and $127,500. less of an appropriated fund balance: Tr. Cerino said, because we are running our fund balance, the fund balance was diminishing, and to attain a ~.89% increase, with $80,000. of items that, perhaps normally may not be in a budget, was significant. He said Village was going through a re-evaluation for which we will be hiring an independent appraiser to give values on parcels and between that and Assessor's salary, comt was over $23,000. Tr. Cerino said Legal fees have increased by $13,000.; Village was hiring a Job Consultant at a fee of $15,~00., which cost we hope to recoup many times; He said Board recogonzes the fact that our Fire House buildings need more repair and $10,000. has been b~dgeted for that expense. Insurance costs have increased $1~,000.; Board has dedicated $5,000. for Mesier Homestead restoration. He said it was important to note that with these items totalling $80,700., which perhaps wouldn't normally appear in a budget, and $127,500. less of an appropriated fund balance that we achieved ~.89%. Tr. Cerino thanked Board members for making concessions on their part. Tr. Davis commended Tr. Cerino and Treasurer Masterson for the time and effort they expended during the budget process and new Board members got indoctrination in Village history which will prove invaluable as to a ~eneral overview for the things that are happening now and our future goals. He said he was generally pleased as a lot of great projects will be put into effect and he was getting many compliments as to direction Village was going. Treasurer Masterson said it was an accomplishment that we can maintain services such as bulk Clean Up, at a nominal increase, in today's economy and it was a challenge to keep Village running on an even keel without getting involved in major productions. Tr. Consentino said he felt two major accomplishments in budget was hiring a Job Consultant and Sewer project at Industrial Park.
