Regular meeting of the Village Board of Trustees was held on Wednesday, February g~1983 at 7:30 in the American Legion Hall. Present: Mayor Synnett~ Trustees Carey, Cioppa, Greco, and M~zochi; Atty. Lyons~ and ~flgineer Paggio Petition re Parking on Clapp Avenue and Lower Henry Street. Mr. Robt. Hargraves of Lower Henry Street addressed the Board in reference to the petition. He stated that it was felt that the Notice of Public Hearing zegardin0 the ordinance limiting parking in Bain Park was unclear in that it did not state all the locations in the area where parking would be restrioted~ and requested clarification o~ same. Mayor Synnett stated that sidewalks and curbs were planned ~or Clapp Avenue and that would have an effect on parking. Mrs. Mioelli of 27 Clapp Avenue asked what sidewalks were going to be put in. Mayor Synnett stated that the developer of Creek View was going to ~ustall curbing and the village would continue up to Franklin- dale Avenue. Mrs. McKinney said that it was her understanding that the area on Lower Henry Street had been filled in for a parking area. Mayor Synnett clari£ied that the area had been filled as a park area~ and was never intended to provide parking. Mr. Anthony Mazochi said that people were entitled to a place to park but that should be provided by the landlord or property owner, that the Village was not responsible to provide parking, and that as a taxpayer he did not think taxpayers should have to bear the cost for claims against the Village due to any damage to vehicles parked on Village property. Mrs. Manning asked where could residents park? Mayor Synnett reiterated that that waste responsibility of the landlord who was required to provide adequate parkin9 by the zoning law.
