Public Hearing on rejoining Community Development Block Grant Program for 2003 - <br />2004 was held on June 11th 2003. At 7:20 PM, Tr. Weitlich motioned to close the <br />public hearing. Seconded by Tr. Schinella. Carried. <br /> <br />Discussion to follow. <br /> <br />The regularly scheduled meeting of the Mayor and the Village Board of Trustees was <br />held on Wednesday, June 1 '1t~ 2003 at 7:30 PM at the American Legion Hall, 7 Spring <br />Street, VVappingers Falls, NY, 12590. <br /> <br />PLEDGE OF ALLEGIANCE <br /> <br />CHANGE OF MEETING LOCATION <br />Since the number of attendees (as counted by Fire Inspector, Mark Lieberman) was 68 <br />which exceeds the 56 allowed by law, the meeting location needed to be changed. <br />Clerk Karge tried both the VFW on School Street and the Knights of Columbus on East <br />Main Street but neither was available this evening. Tr. Enson called W. T. Garner Fire <br />House on Academy Street to see if the meeting could be held in the bays where they <br />park the trucks and found out that Garner could be used. <br />At 7:45 PM, it was motioned by Tr. Consentino that the meeting be adjourned at 7 <br />Spring Street and reconvened at the W. T. Garner Fire House on Academy Street. <br />Seconded by Tr. Weitlich. Carried. <br /> <br />At 8:15 PM at W. T. Garner Fire House, it was motioned by Tr. Juliano that the <br />meeting be resumed. Seconded by Mayor Lawrence. Carried. <br /> <br />Village Clerk Karge indicated that to aid in the production of the minutes, speakers <br />need to identify themselves and Board members making or seconding motions need to <br />do them in a loud voice so they can be heard on the tape. <br /> <br />RULES FOR DISCUSSION OF KOLB STATEMENT (Attached) <br />Attorney Kenneth Stenger, filling in for Attorney Lou Vigliotti who was out of the state, <br />described rules to facilitate the discussion for which so many had come. (Attorney <br />Stenger had worked out these rules with Tr. Consentino and Mayor Lawrence.) These <br />rules were put in place to get all points of view on the record and still allow time to <br />process the regular agenda. <br />Attorney Stenger informed the Board that they had two options to procedurally handle <br />this item: the topic could be taken out of order on the agenda or it could be handled in <br />Executive Session. It was the unanimous decision of the Board to take this item out of <br />order in a public session. <br />The rules were: <br />· Mr. George Kolb would be allowed 10 minutes to read his statement. <br />· Assembly members will be recognized by Village Clerk Karge to make individual <br /> two minute statements. <br />· Twenty minutes will be allowed for comments from the assembly <br /> <br />board_030514 Page 1 of 11 06/12/03 <br /> <br /> <br />
