A SpecialMeeting of the Mayor and the Board of Trustees was held on Wednesday the <br />24th of September, 2003 at 7: p.m. in the Village Hall 2628 South Avenue. <br /> <br />Roll Call: Mayor Lawrence (present), Deputy Mayor Juliano(present), Tr. <br />Weitlech(present), Tr. Consentino(present), Tr. Hilderbrand ( out of town), Tr. <br />Schilella(present). Tr. Enson (ill). <br /> <br />Pledge of allegiance. <br /> <br />Turn out gear. <br /> <br />Deputy Mayor Juliano started the discussion by acknowledging the fact that mm out gear <br />was needed to some extent, but also pointed out that the 03-04 budget did not provide for <br />it. Tr. Schinella said she had received a lease contract from the supply company and had <br />forwarded it to the Village Attorney for his review. Mayor Lawrence pointed out that the <br />Awards Program report showed 66 members and--5 of which had no points. Chief Paino <br />pointed out that the requirement was 10%, it was also pointed out that some members <br />elected not to participate in the Awards Program. After much discussion it was decided <br />among the board members that 16 sets would be ordered and the lease approach would be <br />best given the current budget issue, it was also decided that Chief Paino would determine <br />who would be issued the new gear based on need and accumulated points. <br /> <br /> Motion by Deputy Mayor Juliano to pursue leasing 16 sets for 5 years not to <br />exceed $1183.07 each for a total cost of $18929.00 plus interest, also that the Chief <br />would assign the new suits as needed based on overall participation and a favorable <br />recommendation from the Village Attorneys review of the lease contract. Seconded by <br />Tr. Schinella. Carried. <br /> <br />"Annual Fall Pick-Up" <br /> <br />Deputy Mayor Juliano started the discussion relative to the "Annual Fall Pick-Up" with <br />news that he and others were requesting aid from the Town of Poughkeepsie for $10.0k <br />to assist in the 03-04 budget shortfall. It was his understanding that the Poughkeepsie <br />Town Board were for the most part in support of our request and that the $10.0k would <br />be voted on during their next meeting. The Deputy Mayor also pointed out that the Town <br />of Wappinger had committed $10.0k and with the $10.0k from the Town of <br />Poughkeepsie plus our budget of $5.0k would leave a shortfall of about $8.0k which <br />would be transferred from another account which exhibited surplus funds. Deputy Mayor <br />Juliano said that the citizens of the village were deserving and should be entitled to the <br />pick-up. Tr. Weitlich disagreed with moving forward at this time without a f'm-n <br />commitment from the Town of Poughkeepsie Board granting the $10.0k and also <br />expressed disappointment with the decision to move forward without formal Board <br />approval. Much discussion followed about past processes and other budgetary lines <br />which also exceeded the plan. <br /> <br /> <br />
