A Public Hearing on the tentative budget for 1976-77 was held on April $, 1976 <br />at 7:00 P.M. in the American Legion }{all. <br /> <br />Village Clerk swore in Trustees elected at the last annual election. <br /> <br />Present: Mayor Synnett~ Tr. Dolan~ Tr. Alfonso~ Tr. Bain~ Tr. Lawrence~ <br />Tr. Belding, Tr. O'Rourke and Atty. Lyons. <br />Also present: Treasurer McDonald. <br /> <br />Mayor Synnett reported Board worked on the best budget which could be <br />presented to the residents. He stated tax rate would remain the same and <br />garbage collectlon would increase $1~040. per month. <br /> <br />Mr. Carmine Micelli inquired as to what purpose $50,000. was placed in <br />contingency fund for. <br /> <br />Mayor Synnett replied ~x emergency measures. <br /> <br />Mr. Micelli suggested $20,000. for contingency rather than $50,000. <br />He inquired if money was e~er used and was told yes. <br /> <br />Mr. Micelli inquired as to tax refunds and tax stabilazation. <br /> <br />Treasurer McDonald report~d~that these were based on the theory that <br />each year is not equally financially and tax,~ate would reflect financlal <br />circumstances. He stated there could be a wi~ fluxiation. <br />Mr. McDonald discuseed tax actions which were unpaid for several year~ <br />which occurred about 6 or 7 years ago. <br />He reported economy being what it was, mortgages foreclosed and back taxes <br />were paid~ thus the Village ended up with a large unanswerable balance. <br /> <br />Mr. Micelli pointed to a $195,0OO surplus and reported budget should be <br />more realistic. He tqguired if interests was collected on monies. <br /> <br />Mr. McDonald reported surplus was not in this budget but part of the <br />unexpemded balance. <br />He discussed Schedule 2/% of budget (Prior taxes) and stated Village <br />couldntt predict what prior taxes would be. <br /> <br />Mr. Mtcelli inquired if Village was compensated for property sold for taxes <br />every three years and Mr. McDonald replied it never happened. <br /> <br />Mr. Micelli reported revenue sharing was a low figure and Mr. McDonald <br />reported this was based on the actions Of Congress. <br /> <br />Mr. Micelli reported budget should be published in the newspaper as the <br />people should ~now where there money is being spent. <br /> <br />Mayor Synnett reported all Village records are available. <br /> <br />Mr. Micelli inquired as to how Village intended to pay for new Fire Truck <br />and Mr. McDonald reported out of this year's budget. <br /> <br /> <br />
