An Informational meetin9 was held on May 5, 1976 at 7:00 P.M. at the Mesier <br />Homestead with Frank Venezia of the D.C. Personnel Department. <br /> <br />P~esent: ~ayor Synnett, Tr. Alfonso, Tr. Bain, Tr. Belding, Tr. OtRourke <br /> <br />Mr. Venezia reported his function was administrative and they enforced <br />the Civil Service Law fa~ the County. <br />He stated they were trying to find out what jobs existed in the To~ns and <br />Villages, what their responsibilities were and what were their titles. <br />Mr. Yenezia reported law was intricate and municipalities didn't have the <br />time to administer it. He stated the County wanted a good starting point <br />He reported the County did not want to disrupt services and didntt want <br />to force examinations. <br /> <br />Mr. Venezia stated that anyone illegally appointedpossibly w~uld have to <br />take an examination. He reported the County would certify Village residents <br />first. <br />He stated that under the Constitution, all positions are filled by the Civil <br />Service and only the competitive class would be subject to examinations. <br /> <br />~lr. Venezia reported the County has had poor adminstration in the past. <br /> <br />He discused the various classes repot tin9 the Labor class had no minimum <br />qualifications. He reported exempt class was ~ostly administrative and <br />there were certain minimum, qualifications which must be n~t for non- <br />competitive. Mr. Venesia reported c~petitive included everything else and <br />all part time help were non competitive. <br />He reported Recreation Directors were non-competitive unless position~ <br />was full ti~e. <br />Hr. Venezia reported that, by studying job descriptions, they would be <br />able to determine which was competitive or non-c~petitlve. <br />He stated most of the Highway Department positions would be non-competitive. <br /> <br />The Village Board felt that, in various positions, the Village was bein~ <br />dictated to by the County. <br /> <br />The Board thanked Mr. Venesia for his presentation: <br /> <br />Other action: <br />Motio~ by Tr. Belding, seconded by Tr. Bain that the Village hire a Court <br />Stenographer for Mr. McNairts hearing, Carried. <br /> <br />McKinley Street Sewerl <br />Eng. LaPar reported this would be a Village force project and the materials <br />would have to go out for bid. He recommended hiring a lazer for the project <br />due to the sand situation. <br /> <br />Atty. Lyons reported Market St. was a County road and Village weuld have to <br />9e their approval be fore project commencing. <br /> <br /> <br />
