MINUTES OF PLANNING BOARD <br /> <br />-3- 6/3/04 <br /> <br />LOU SNELL~ 17 MCKINLEY STREET <br />Next on the agenda was a discussion with Lou Snell regarding replacing a 1950 vintage <br />house trailer with new house trailer at 17 McKinley Street. Mr. Snell stated in the 1950's <br />there was a trailer put on a piece of property at the entrance to the Industrial Park. The <br />trailer is a well worn trailer and he would like to install a new trailer. Trustee Enson <br />stated that the Legislative Committee is now reviewing a proposal establishing a "trailer <br />zone" in the Village. At the present time trailers are not allowed in the Village and the <br />above mentioned trailer is now "grandfathered." Mr. Snell stated because of the safety <br />concerns of the trailer would he be able to repair roof and other general repairs. Mr. <br />Morris deferred this question to the Code Enforcement Officer who answered no - at the <br />time he would not be able to repair - he would need to review the code first. <br /> <br />DISCUSSIONS WITH CODE ENFORCEMENT OFFICER <br />Next on the agenda ~vas discussions with the Code Enforcement Officer regarding zoning <br />changes- Sections 151-16(B), 151-15(B)(1,2), 151-12 and 151-19(I). <br /> <br />Section 15 I-16(B) under the CB district - states "Any use permitted in the Rm-2 District, <br />except that any dwelling units in an office, retail or other business building shall be <br />located above the first story." - Mr. Witkowski felt that a change needed to be made on <br />the East side of West Main Street fi.om School Street to the East Main/West Main border <br />- as a whole the Board did not agree with him stating items such as the Masterplan not <br />allowing it to property owners who were just looking for a sure rent each month - and <br />Mr. Alexander added that, "it is a proven fact that you can get more rent money if you <br />rent to residential uses vs. commercial uses." As a conclusion to this the Board would <br />like a better understanding on the grey area of this clause. <br /> <br />Section 151-15(B)(1,2) deals with satellite dishes - it was the consensus of the Board that <br />all dishes, for all practicable purposes, not be placed on the front of houses - but to make <br />it more aesthetically pleasing - should be placed on the side or rear of the buildings. <br /> <br />Section 151-12 - Mr. Witkowski stated he has still not seen an updated copy of the <br />proposed sign ordinance. Mr. Morris stated Ms. Grieg is the only person who has a. copy <br />of the most recent version and he would get in touch with her to obtain a copy. <br /> <br />Section 151-19(I) Mr. Witkowski felt that the parking requirements should be reduced <br />fi.om 150 sq. Pt. to 300 sq. Pt. for retail space. It would lessen the burden on applicants <br />greatly. Mr. Morris stated he would first like to check with other municipalities <br />regarding their laws governing parking. <br /> <br />Mr. Moran made a motion to adjourn the meeting, seconded by Mr. Alexander.
