MINUTES OF PLANNING BOARD <br /> <br />-2- 3/4/04 <br /> <br />Viglotti. Applicant stated he would be using the building for warehousing. Mr. Morris <br />stated the first thing that needs to be addressed would be the set back and what is required <br />in the Industrial zone. He also stated that the building has lost any of the "grandfather" <br />clauses it had attached to it because it has been vacant in excess of 18 months or more. <br />Applicant also stated that there is no water or sewer capabilities in the building He <br />would be hooking up toilets and he would have to have water tanked in for this use. He <br />also stated that when a portion of the building collapsed - all water mains were broken. <br />He stated the reason for the subdivision is that he would like to lease each portion <br />separately and eventually sell it. He also stated there are DEC concerns that have to be <br />mitigated but he is willing to go forward. His only purpose is to get the building back <br />into working order. Applicant also stated that owner has not paid Village taxes on the <br />property since 1994 or county taxes since 1990. In conclusion Mr. Morris stated that <br />the Village would search their files for a copy of the site plan for the Bridge and review it <br />for the next meeting. <br /> <br />GARY LEONARD, 2684-2686 WEST MAIN STREET <br />Next on the agenda was the proposal from Gary Leonard for two one bedroom <br />apartments at 2684-2686 West Main Street. Mr. Leonard presented the Board with a <br />letter from him dated March 3, 2004 stating that he cannot rent his storefronts as <br />commercial establishments and therefore is petitioning the Board to be able to use them <br />for two one bedroom apartments. He also presented the Board with a leXter signed by the <br />owner of Ciccio's Restaurant stating he gives permission for Mr. Leonard to allow his <br />tenants to park up to four vehicles in his parking lot, a copy ora letter from the Water <br />Department stating they can provide water for the two apartments and lastly a computer <br />rendition of what the building would look like if the two storefronts were remodeled into <br />apartments. Mr. Morris stated that apartments must be 750 sq. ft. and Mr. Leonard's do <br />not meet this requirement. He would have to go to the ZBA for a variance. Mr. Alfonso <br />stated while he has no objection to the proposal he would like to remind the Board that <br />the Masterplan objects to storefront apartments. He stated that it is the responsibility of <br />the applicant to make sure the storefronts do not give the appearance of being commercial <br />space but residential. He suggested that the storefi'ont be blended in with the rest of the <br />building in color and style. He also suggested that applicant use some type of decorative <br />molding between the two floors - similar to the molding on the roof soffitt. It was also <br />suggested that the Board needs to verify if by allowing applicant to use four of his <br />parking spaces - it leaves Ciccio's with sufficient parking to conform with their site plan. <br />Mr. Morris asked applicant where he stores his trash and he stated on the side of the <br />building - in regular garbage cans with lids. There is no parking on the street and Mr. <br />Alfonso wondered where the existing tenants park - and Mr. Leonard stated they find <br />parking either in the municipal lot or on the side streets. Mr. Alfonso stated Mr. Leonard <br />should encourage his tenants not to park on the sidewalk. Mr. Morris also informed <br />applicant that he needs to get permission from the Board of Trustees for increased sewer <br />usage. At this point Mr. Morris stated he would write a letter to the ZBA stating that the <br />Planning Board has no objection to applicant getting a variance for two undersized <br />apartments. At this point the Board agreed that they had no objection to the concept but <br /> <br /> <br />
