PLANNING BOARD

-2- 11/2/00

new one. She stated she has made certain comments in her memo dated November 1,
2000 (Copy on file in the Planning/Zoning offices). There is also a proposal to move the
storage of waste oil from Clinton Street to West Main Street. Mr. Cantor stated that one
of the comments that was passed along to him concerned the garbage dumpster on
Clinton Street, Applicant had submitted the application with a note that prohibited
dumping on Sundays or evenings. Applicant stated that the proposal of no dumping of
refuse in the refuse enclosure, or empyting of the refuse enclosure before 7:00 a.m. or
after 5:00p. m. or any time on Saturday or Sunday was agreeable on the Clinton Street
property. Ms. Van Tuyl stated the reason for the Clinton Street site plan is to show that
there is parking on the site for 16 vehicles and the other is to show the existing
improvements on the property the way they are now. Staying with Clinton Street hours of
operation were discussed- the applicants agreed to 7:00 c~m. to 5:00p. m. Monday
through Saturday except in emergencies. Mr. Alfonso asked what type of operations
would be at Clinton Street. The applicant is proposing to still be allowed to do
mechanical work inside the garages at Clinton Street and to park vehicles in a limited
fashion as defined, to maintain a dumpster and there are storage in the garage facilities.
The repairs wouM be limited to Bottini business owned vehicles only. Storage of waste
oil products was discussed- waste oil~products is accumulated in an above ground tank
(which would be located in one of the garages on West Main Street)and then taken off
site by an appropriate carrier who properly disposes of the waste oil. This would just be
a note on the siteplan. One of the notes that currently exists on the West Main Street site
plan limits the number of vehicles that need to be housed at 14. Applicants would like to
remove this note because depending on the sizes of vehicles the number could be bigger
than 14. With moving vehicles away from Clinton Street it should not matter how many
are inside -as long as they fit inside the garage. Applicant has no objection to leaving
Note #3 on the plan regarding signage. The last note to be discussed states that no more
than four (then using the number 3) can be stored outside on the site. If the maximum
number of vehicles to be parked outside is eliminated- then Mr. Alfonso stated he feels
there shouM be a designated fire lane on the site plan. Mr. Cantor then stated he would
have Mr. Day speakwith Fire Chief regarding the width of the ftre lane. There is
concern that trucks cannot actually fit in the garages on Clinton Street. If not the word
trucks should be changed to vans. Mr. Cantor stated he did not feel that the note shouM
be changed because the large trucks do fit in the garages and he invited all members of
the Planning Board to plan a site visit for clarification. There will be no trucks parked
on site. Applicant stated there are no trucks operating on a daily basis from Clinton
Street. Mr. Karge stated the main concern is the noise level for the neighbors - when the
trucks are started early in the morning. There are two vintage trucks at times on the
Clinton Street property. The last issue is clarification regarding access to the dumpster
on Clinton Street. Mr. Cantor stated the shed was placed there in an attempt to please
the former next door neighbor and shield the dumpster from view. They realize now they
need an area variance for the shed. The same thing with the fence that was rebuilt.
There is now a new and higher fence there that also needs to be covered by a variance as
it exceeds the height requirement. Applicant stated the dumpster is a roll-off Mr.
Cantor recapped the discussion - (l) Applicant needs to show an appropriate open lane
