A Public Hearing on a proposed Local Law establishing a Traffic Violations
Bureau was held on November 8, 1978 at 7:00 P.~o in the A~erican Legion
Hall.

Present: Mayor Synnett~ Tr. Dolan~ Tr. Alfonso, Tr. Lawrence~ Tr. $tlvestri,
Tr. Schinella~ Tr. DiGregorio and Atty. Lyons.

Prior to the start of the Hearing~ Hayor Synnett asked that a mo~e~t of
silent prayer be observed in memory of Albert Hecht~ fo~mer employee of
the D.C. Election Board~ who recently passed away.

The Hayor also presented Hr. Thomas Herring a plaque for the many years
dedicated service he and his wife had rendered to the Wappingers FalLs
Little League program.

Atty. Lyons discussed the purpose of Local Law #3. He stated the General
Hunicipal Law has authorized local governments to dispose of routine
traffic violations other than misdemeanors, felonies and speeding violations.
Atty. Lyons reported law~ if adopted~ would do away with Court appearances
and afford a person the opportunity to plead guilty to a violation and pay
a fine preestablished by the Justice Court.

Tr. Schinella reported Bureau would be more of a convenience than anything
else as the way it is set up now, a person has to appear at a designated
time.

Tr. DiGregorio inquired /_f Bureau would be composed of more than one person
and Tr. Schinella replied it could be.

Att. Lyons repotted ,Local Law had been recommended by the Justice Court
and personnel would be appointed by them using present employeeso

Public Hearing closed 7:15
