A special mccting of the Village Board of Trustees MS held on Friday~ May 1st, 1992,
beginning at 7:30 P.M..

Members Present:
Mayor Hin~uann, Tr. DiDcmizio, Tr. Napoleon, Tr. Shay, Tr. Usavich, Tr. Bain

Members Absent:
Tr. Kc~ornik

Mayor Hinzmann stated that the special meeting had been called for the purpose of
pass~ the Village Budget. The total appropriations are $2,044,399, the estimated
revenue is $353,508, and the forwarded balance is $10,000 which makes a total of
$363,508. This leaves a total balance levy of 1,680,891 which is a decrease because
they took the garbage out and fozmed a garbage district tb~t h~ a separate levy of
its own and represents a zero tax increase. It will be $102.50 per 1,000 which is
minus 13.86 difference. ~

Tr. Napoleon stated that the tax base for the last year was $119, and they have to
take $267,990 out of the budget, that is what they were putting in for tb~ garbage.
They took the garbage out of the budget and they maintained their budget at a zero
increase.

Tr. Bain stated that in the total revenue lines, if you look at the fact that they
are maintaining a zero increase the revenues have actually dropped. The total
assessments in the Village have decreased considerably.

Mayor Hinzmann stated that the reasons why their assessed evaluation has gone down
is that they b~ve had a couple good fires in the Village and also, the utilities have
had a State mandate to have they assess~ents lowered. Trust year the base was
16,527,417, and this year it is 16,298,297 which is a difference of 13%.

Chief Laffin stated that he understands the money probl~ms, but he would like to
protest his b~dget for the fire department. He feels that it is not adequate to
provide fire protection to the Village.

Tr. Napoleon made a motion, seconded by Tr. Usavich to adopt the budget for $102.50 per
1,000. Carried.

Tr. DiD~uizio ma_de a motion, seconded by Tr. Shay to adjourn the meeting. Carried.~'

The n~ting was adjourned at 7: 45 P.M..

A copy of the 1992-1993 budget is attached and made a part of the Minutes.

Linda J. Berberich
Acting Deputy Village Clerk
