The regularly scheo~led monthly meeting of the Village Board of Trustees <br />was held c~ Wednesday, June 10, 1992 at the Village Hall on Spring St. <br /> <br /> Present: Mayor .Hinzmann, Trus ~tacs, Bain, D~zio, F~mornik, Napoleon, <br />Shay, and Usavich; also present, Att'y Viglotti, Water Ccemisioners Alfonso, <br />Capar~o, and Mazochi <br /> <br /> Mayor Hinzmann stated that Donald Mazochi, Chairman of the Board of <br />Water C~,,,~ssioners would like to address the Board. <br /> <br /> Mr;M~zochi introduced Jay Paggi, Engineer for the Water Board, whcm he <br />had requested to speak to the Village Board relative to a suggestion to <br />locate a salt storage shed at the site of the abandoned "black tarks" on <br />Hillside Avenue. <br /> <br /> Engineer Paggi stated that he had ~ asked to inform the Board of the <br />Water Cu~,Ltissioners position regarding the proposed refurbishing of one of the <br />ground level water storage facilities as a salt storage facility. He stated <br />that fron a water supply perspective, they recc~l~-~d against it, frcm the <br />view tb~t the proposed storage of salt on this site would not be compatible <br />with the present use, tbmt of a water storage and supply tank, due to the <br />po~_ntial of contamination of the water supply. <br /> <br /> The Mayor asked where was this proposm]. Mr. Paggi ind~ ~.cated tb~t it bad <br />been brought to his attention by the Water Board. <br /> <br /> Mr. Paggi referred to the Watershed Rules and Regulatic~s which require the <br />refraining frcm.any act which may result in contamiD~tion of the water supply. <br /> He also made reference to Part 5 of the NYS Sanitary Code which require <br />water suppliers to exercise due care and diligence to prevent pollution and <br />depletion. He said the effe~ of locating a salt :storage facility on that - <br />site could be significant, due to potential spillage or leakage lemding to <br />increased corrosion of the exis~_~ng tank, resulting frcm ground contamination. <br /> Engineer Paggi also expressed concern regarding th~ possibility of <br />comtamination by airborne particles decreasing the useful life of the e~isting <br />waker tank. He stated that the D.C. Health Dept. had expressed sons concerns <br />a~d offered to make a field inspection upon request fro~ the Water ~oard. <br />Mr. Paggi stated that the ~development of that site as a salt storage facility <br />w~uld limit its potential for expansion as a water storage site. He concluded <br />that since the proposed site was within ninety (90) to 100 feet from the <br />existing water tank, it ~0uld appear not to be in the best interests of the <br />Village. <br /> <br /> Trustee DiDomizio asked Engineer Paggi how he could reconcile his <br />statement with cot~m~nications received from NYS/DEC which had made an on <br />site inspection? <br /> <br /> Mr. Paggi stated that he did not find the cc~ceptual approval by DEC <br />inconsistent with his statement, inas much as he is s~m~cing frcm the <br />par=~pective of protecting the water supply rather than the feasibility of <br />that site as suitable for salt storage. He stated that he did believe it <br />addressed the cu,~atability issue. <br /> <br /> <br />
