A Workshop session was held on 4-23-80 at 7:30 P.M. in the American Legion <br />Hall. <br /> <br />Present: Mayor Synnett, Tr. Costa, Tr. Silvestri, Tr. DiGregorio & Tr. Viglotti. <br /> <br />Also present: DeC. Health representatives Mr. Jack Hill & Mr. Robert V~anan. <br /> <br />Mayor Synnett reported complaints received from residents 6f Leewood Arms <br />regarding a rodent problem at the old Village dumpsite. <br />He stated arrangements have been made to pick up the metal objects at the <br />site and Abalene has been spraying the area. <br />Mayor Synnett reported Eng. LaPar had done a survey. <br /> <br />Mr. Hill reported 2 years ago a Hearing was held and a Stipulation was handed dom. <br />He stated Village didn't adhere to same and didn't follow plan submitled by <br />Eng. LaPar. <br /> <br />Mayor S~nnett reported Village was small and we had an obligation to the public <br />to have a place to dump objects. He stated Village.only dumped leaves and brush <br />and we had no site for a clean up. <br />Mayor 5ynnett reported area was always a dumpsile and existed before apartments <br />were erected. <br /> <br />Tr. Silvestri reported dumps ters were overloaded a~ Leewood Ar~. <br /> <br />Mr. Hill reported first agreement allowed the discharge of sludge at the site and <br />all other refuse was to be eliminated immediately. He stated Village wa~ to <br />take immediate steps to secure property and Eng. was to evaluate site as a <br />leachite problem existed. <br />Mr. Hill reported Village would have to get an approved permit for a landfill <br />site as plan had not been implemented. <br /> <br />En9. La-ar reported if site was to be used for landfill, drainage would have <br />to be piped. <br /> <br />Discussion followed on drainage ditches and piping. <br /> <br />Atty. Lyons reportea violation existed with an inactive dump. <br /> <br />Mr. Hill reported major problem was what to do with the property as landfill <br />had to be eliminated. He stated rodents were seen at the Disposal Plant site. <br /> <br />Atty. Lyons stated that, if Village abided by this decision, what would we do <br />with the sludge. <br /> <br />Mr. Hill replied same would have to be hauled to an approved site. Sites are <br />located in Beacon~ Arlington and Fishkill. <br /> <br />Atty. Lyons reported Village was granted permission to dump ~ludge on an interim <br />basis. <br /> <br />Tr. DiGregorio suggested the installation of a dumpster at the site and this <br />action was~.discouraged. <br /> <br /> <br />
