A Public Hearing was held Tuesday, June 25, 1991 at 7:00 P.M. <br />at the Village Hall, Wappingers Falls, N.Y., for the purpose of <br />obtaining citizen's comments regarding the Village's proposed <br />Small Cities Community Development Program's application objectives. <br /> <br />Present: Mayor Hinzmann, Tr. Costello, Tr. Napoleon, Tr. DiDomizio, <br />Tr. Komornik and Attorney Viglotti. <br /> <br />Absent: Tr. Bain (vacation) and Tr. Bovino, (bereavement). <br /> <br />Also present: Village residents, Robert Traver and Hank DiMarco. <br /> <br />Mayor Hinzmann stated that this is a public hearing regarding re- <br />construction and repairs to various house laterals in the Village <br />of Wappingers Falls sewer system. <br /> <br />Margaret O'Leary (Peg), Executive Director of Community Services <br />Program/Wappingers Youth Outreach, recommended that the Village <br />apply for $250,000 dollars to secure the funds to replace the <br />sewer laterals of 38 Village residents, senior citizens who own <br />their own homes, targeting initially, the households who have tax <br />abatements. She explained that tax abatement is not an exemption, <br />it is 50% off the taxes. The tax abatement program requires that <br />the household have no more than $13,500 dollars income to be eligible. <br /> <br />Peg commented, for that other 50% of taxes, the low income, senior <br />citizens are paying for water and sewer, utilities and home insurance. <br />She said they don't have much money to live on and are a population <br />in need. <br /> <br />Engineer Rudy Lapar submitted a letter which included the condition <br />of the sewer system which was built in 1915 (approx,) The letter ex- <br />presses the opinion of Mr. LaPar that there is need for reconstruc- <br />tion or repair to various house laterals within the Village and <br />that this would be cost effective in reducing the O&M costs on the <br />Federally funded Wastewater Conveyance & Treatment Facilities already <br />in place. (Correspondence on file). <br /> <br />Engineer Jay Paggi atso submitted a letter including estimated <br />cost of approximately $4,360 dollars per lateral. A sketch based <br />on a typical replacement of a lateral on a. Village Street, with <br />replacement of pavement, sidewalk, and lawn area, was attached to <br />the letter. (Correspondence on file). <br /> <br />Engineer Paggi has suggested a bid package with unit prices. In <br />essence it would be bidding out for all 38 homes in one package. <br /> <br />Peg pointed out that the Village has the sewer lines; it will help <br />the Tri-Municipal; it will relieve sewer problems for the home <br />owner's and it will be cost effective. <br /> <br />Another recommendation Peg stated, is, that the household agree that <br />if they sell, or are deceased in three years, there is a lien on the <br />mortgage, so that the money will come back, without interest, enabling <br />the Village to use this money for additional people coming on tax <br />abatement, that need their sewer laterals. <br /> <br />-page 1- <br /> <br /> <br />
