A Public Hearing was held at the Village Hall, 7 Spring Street, <br />Wappingers Falls, NY., on Wednesday, September 11, 1991 at 7:00 PM <br />in reference to the re-allocation of the Village's Community Devel- <br />opment Block Grant (CDBG), and to obtain resident input on development <br />needs in the Village. <br /> <br />Mayor Hinzmann opened the Public Hearing and explained the purpose <br />of such hearing. <br /> <br />Village Treasurer Kathleen Masterson stated that the CDBG program <br />is a program by which the.Village has had access to the Federal <br />funding to HUD. The Village participated in this program from <br />1983 to 1988 at which point it opted to go into Small Cities. The <br />Small Cities Grant and the CDBG are mutually exclusive. <br /> <br />Ms. Masterson stated that the Wappingers Falls Businessmen's Associa- <br />tion ~presented a proposal last year to construct a parking lot for <br />the benefit of the Central Business District. The Village Board <br />decided to consolidate the available balances in the Community Devel- <br />opment accounts and channel them through the County to the Businessmen's <br />Association for this purpose. <br /> <br />Due to recent developments, the Association is looking at another <br />location than the one originally proposed. It was the recommendati0n <br />of the D.C. Dept. of Planning to submit a new application. Part <br />of that application is to solicit input from the Public as part of <br />the public hearing requirement. <br /> <br />Mr. Stanley Straub, President of the Businessmen's Association stated <br />that .they had spoken to Mr. Klebe, owner of the Sweet Orr property <br />on Mill St., which was recently destroyed by fire. Mr. Klebe has <br />offered to sell the property. Originally the grant money was for <br />development of the Bell Office property. The Businessmen's Asso- <br />ciation would like to transfer the grant money to the Sweet Orr <br />property for development. <br /> <br />Mr. Straub commented that the development costs of the Sweet Orr <br />property would be considerable less than the Bell Office property. <br />It would also provide more parking spaces. <br /> <br />Tr. DiDomizio asked' if the amount of the grant is the same as that <br />which was allocated for the Bell Office development. Mr. Straub <br />replied that the amount of the grant is the same. <br /> <br />Zoning Administrative Officer, Tony Pacio, inquired if that includes <br />the property being cleaned up or are the Businessmen's Association <br />purchasing it as is. Mr. Pacio stated that this ought to be taken <br />into consideration by the Board of Trustees. <br /> <br />Mr. Straub stated that the cost of the property at this point has <br />been negotiated at $75,000 dollars. The cost of the Bell Office <br />building had been negotiated at $65,000 dollars. <br /> <br />Mr. Straub stated that there is a consideration in these negotiations, <br />that part of the cost of the property is that the Klebes have access. <br /> <br />-page 1- <br /> <br /> <br />
