A Special Meeting of the Deputy Mayor and Village Board of <br />Trustees was held Saturday, October 26, 1991 at the Village <br />Hall, 7 Spring Street, Wappingers Falls, N.Y. at 10:15 am. <br /> <br />Deputy Mayor Costello stated that the purpose of this meeting is <br />to discuss proposals to take action on emergency repair of the <br />collapsed sewer line on East Main Street, from Moran Avenue to <br />the Southern Dutchess News. <br /> <br />Present: Deputy Mayor Costello, Tr. Napoleon, Tr. Bain, <br />Tr. DiD6mizio, Tr. Bovino and Treasurer Kathleen Masterson. <br /> <br />Absent: Mayor Hinzmann (vacation) and Tr. Komornik (illness). <br /> <br />Tr. DiDomizio stated that as of Thursday~ October 24, 1991, he had <br />been contacted regarding sewer back-up in the basement of Mr. Nick <br />Campilii at 13 Moran Avenue. <br /> <br />Tr. DiDomizio stated that he had checked the basement and it was <br />a "mess". The Village Highway crew flushed and tried to open the <br />drain. Manhole #2 was clean, manhole ~1 was blocked and the other <br />manhole was half full. He said that the Moran Avenue pipe is the <br />low point and the manhole has to stay clean or there is back-up. <br /> <br />Tr. Bovino stated that she thinks the emergency has to be taken <br />care of now, even if it costs more. She said that the work will <br />have to be done, but perhaps could be delayed a couple of years. <br />More money may be available at that time. <br /> <br />Tr. Bain inquired about the size of the existing main. It was <br />explained that they were replacing an 8" pipe with a 12" pipe. <br /> <br />The Board agreed that the job has to be done. Tr. DiDomizio stated <br />that they have roughly six weeks to do the job and then the <br />black top has to be done. <br /> <br />Tr. Bain referred to a letter from Engineer Paggi regarding the <br />East Main Street Sewer which states, in part, that the current <br />conditions are hazardous and should be rectified immediately. <br />Tr. Bain said that the job can be done legally on an emergency repair <br />basis without bids, without concerns about public hearings or <br />public notices. <br /> <br />Tr. DiDomizio stated that Sun Up Enterprises Inc. submitted one <br />proposal for the complete job for $138,000 ~ollars and the second <br />proposal for emergency repair for $75,6000 ~ollars. Tr. DiDomlzio <br />said that he was hoping to replace the water line and laterals and <br />do it all at once. <br /> <br />Tr. Bain stated that the only way the Village can do the complete <br />job now is to take money on hand and borrow the difference. <br />He suggested that the money to pay off the debt could possible <br />come from the sale of Village owned properties and/or collection of <br />outstanding monies, such as the $20,000 from Mr. Stephen Tinkelman <br />of Ormater Development Co. <br /> <br />Tr. Bovino commented that the West Street property is not doing <br />the Village any good, that at least three people are interested <br />and we have an offer for $20,000 dollars.
