A Public Hearing on proposed Local Law ~4 for the. year 1991 <br />entitled "Local Law Amending Section 413 of the Village Zoning <br />Ordinance entitled "Signs,' was held Wednesday, November 13, 1991 <br />at 7:00 P.M. in the Village Hall. <br /> <br />Present: Mayor Hinzmann, Tr. Costello, Tr. Bain, Tr. Napoleon, <br />Tr. DiDomizio, Tr. Komornik and Attorney Viglotti. <br /> <br />Absent: Tr~i~Bovino<~&ttended a seminar & workshop on Rural Resources <br /> in Albany, N.Y. <br />Others present: Alan Manglesdorf (S.D. News) & Brian Stuart (Pok. J.) <br /> <br />Village Attorney Louis Viglotti read the proposed Local Law. He <br />explained that the meeting with the Legislative Committee and <br />Administrative Zoning Officer Tony Pacio, resulted in taking the <br />old law and adding to it sections that people thought were necessary. <br /> <br />Attorney Viglotti read Section 2 which he explained goes to <br />all Districts. Section 3 deals with additions to Identification <br />Signs in residential districts, for example, a sign on the front <br />door identifying a person as the resident. <br /> <br />Attorney Viglotti explained that Announcement Signs are typically <br />those saying "coming soon" etc. Temporary signs are in this <br />catagory. <br /> <br />Section 5 deals with the business/industrial district. There are <br />addition to this section dealing with Zoning Permits and added <br />in the section, "subject to site plan approval also." <br /> <br />Attorney Viglotti stated that he has started a new procedure of <br />mailing the ordinances to all departments for comments. He received <br />one comment from Planning Board chairman, Thomas Visentin saying <br />that he wanted to see that temporary signs didn't exceed 30 days <br />with one extension, and after that one extension of 60 days, the <br />applicant couldn't apply, for another 6 months, for another <br />temporary sign. Attorney Viglotti said that this is Mr. Visentin's <br />input. It's not in the Local Law. <br /> <br />Attorney Viglotti said that in regard to temporary signs such as <br />"For Sale", to limit the sign to 3o days and then a 30 day extension <br />might be cumbersome on the person selling the property. They have <br />to apply for those permits. Under our current ordinance, you don't <br />have to apply for a permit to put up a for sale sign, provided it <br />meets the criteria under all districts and criteria under identifi- <br />cation signs. Under this proposal, you would have to seek a sign <br />permit for a temporary sign. <br /> <br />Tr. Bain said that the concern is about the temporary signs put <br />up along Route 9 for advertising purposes, that you couldn't do <br />anything about. <br /> <br />Attorney Viglotti said he would adjourn the public hearing until <br />next month and make additions to the Local Law if the Board wishes. <br /> <br />Tr. Bain suggested that the wording apply to the mobile sign, (not <br />specifically to outlaw them). <br /> <br />Attorney Viglotti stated that he would work on the wording of the <br />proposed Local Law. <br /> <br />-page 1- <br /> <br /> <br />
