The regular meeting of the Village Board of Trustees was held on Wednesday, <br />Aug. 12, 1981 at 7:30 P.M. in the American Legion Ha~l. <br /> <br />Present: Mayor Synnett, Tr. Moruzzi, Tr. Greco, Tr. Costa, Tr. Mazochi, Tr. <br />DiGregorio, Tr. Viglotti, Atty. Supple and Engineers Paggi & Martin. <br /> <br />Mayor Synnett requested a moment of silent prayer be observed in memory of <br />former Mayor Joseph McCluskey who recently passed away. <br /> <br />Minutes: <br />Minutes of the last regular meeting held 7-8-81 and a special meeting held <br />7-20-81 had been duplicated and previously presented to Board members. <br /> <br />Motion by Tr. Moruzzi, seconded by Tr. Costa tha~ the above minutes be <br />accepted as written. Carried. <br /> <br />Agenda: <br /> <br />Schedule Public Hearings on p~oposed Local Laws: <br />Atty. Supple reported two proposed Local Laws have been drafted. <br /> <br />I. A local law which would designate Propsect Staeet a One way street <br />in a westerly direction at all times. He stated street was one way on Sundays <br />only and this had to be repealed. <br /> <br />~ayor Synnett stated no report has been received from the Safety Comm. and <br />residents were concerned with the proposed change. <br /> <br />Motion by Tr. Costa, seconded by Tr. Mazochi that action on the above local <br />law be tabled for further study. Carried. <br /> <br />Atty. Supple reported second proposed local law was the installatlon of a <br />w way Stop Sign for the intersection of Fulton, L(~ver Henry and Garden Streets. <br />Action table for further study. <br /> <br />Report 0n E~ Street drainage pro~ect: <br />Atty. Supple submitted the following report for the Village Atty.: <br /> <br />With regard to the bond issue for the Route 9D improvements, the bonding <br />attorneys have requested evidence that the Village is complying with the State <br />Environmental Quality Review Law. For the replacement of the water and sewer <br />lines in Rotate 9D itself, the Department of Transportation is obviously the <br />lead agency and I have obtained a copy of their dete~minatlon that these <br />phases of the project have no significantenvironmentaliimpact. With regard <br />to the Elm street drainage project, however, because most of this work is <br />taking place outside of the State right of way, it seems that the Village may <br />well'be the lead agency. In any event~ I think we should take the position <br />that we are the lead agency and send.a notice to this effect to the Department <br />of Transportation. As the project will prevent the pondlng of surface water <br />in the Rlm Street area~ 'its only effect on the enviornment will be <br />and we should also make ~his determination and incorporate in our notice to <br />the State.
