Minutes of Special Meeting Meld in the American Legion Hall, Assessorts <br />O£fice~ October 2g, 1981 <br /> <br />Those present: <br /> <br />Mayor sYnnett; Trustees Costa~ Moruzz£~ Mazochi & Greco; <br />Atty. Lyons & Dutchess County Commisslone~ oS Personnel <br />Louis Morse. <br /> <br />The meeting was called to order 7:00 p.m. <br /> <br />Resolution: Tr. Greco,made motion~ seconded by Tr. Mazochi that permission <br />be given to POW%s and MIA~s to have ,parade~ etc,~ November 8tta at 1:00 p.m., <br />at ~IA Park. <br /> <br />Discussion was held on bill of Todaro for janitorial services. Board moved <br />to leave the matter to a committee of Tr. Costa and Tr. Greco. Motion by <br />Tr. Moruzzi~ seconded by Tr. Masochi that Trustees Costa & Greco head com- <br />mittee to study Todaro bills. All in favor; motion carried. <br /> <br />Mayor Synnett reported there is internal dissention in th~Police Dept., and <br />presented a discussion of problems we are-having with the Department. <br />The Mayor further stated that there was some question regarding the experience <br />and qualifications of the Chief for lhe job. He questioned Oomm. Morse re- <br />garding same. Civil Service Job Description and Application of the Chief <br />were discussed. <br /> <br />(Tr. DiGregorio arrived at the meeting at this time,) <br /> <br />Co~. Morse indicated that all small communities appear to have simil-ar pro- <br />blems~ in that they serve as a training, school for people who~ after training~ <br />leave for a better paying job. <br /> <br />Tr. Moruzzi asked the purpose of the meeting~ and if we were ~hinking of dis- <br />banding department. <br />Mayor Synnett responded that we reall~ only wanted to know what we could do. <br />Comm. Morse replied that the Board full control over the Dept. <br /> <br />Tr. Greco asked if there were any guidelines and Comml Morse referred to the <br />Disciplinary Manual. <br /> <br />Tr. DiGregorio asked if Perreg~ ~ould be a part time and still be a Sergeant <br />and Comm. Morse replied it was o.k.~ if kept under 20 hrs. a week. Tr, Di- <br />Gregorio stated that he had been told that we could not have a part time <br />sergeant and Comm. Morse stated that no prohibition was against part-time <br />Sergeant. <br /> <br />Co~m. Morse stated that Perrego never passed the test for sergeant and so <br />was a provisional appointee. To the best of his knowledge ~errego was never <br />on eligible list as sergeant. <br /> <br />Tr. DiGregorio asked if had ever appeared on eligible list as a patrolman and <br />Comm. Morse stated that he could not recall without the recordS. <br /> <br />Tr. Costa asked if we could direct a walking man on the beat and he was told <br />yes~ if it was job related. <br /> <br />Tr, Moruzzi stated that the Pollce Dept. Personnel are responsible %0 the <br />Board as a whole and not to individual members of the Board. <br />All agreed that Board should act as a unit. <br /> <br /> <br />
