Minutes of Special Meeting Meld in the American Legion Hall, Assessorts O£fice~ October 2g, 1981 Those present: Mayor sYnnett; Trustees Costa~ Moruzz£~ Mazochi & Greco; Atty. Lyons & Dutchess County Commisslone~ oS Personnel Louis Morse. The meeting was called to order 7:00 p.m. Resolution: Tr. Greco,made motion~ seconded by Tr. Mazochi that permission be given to POW%s and MIA~s to have ,parade~ etc,~ November 8tta at 1:00 p.m., at ~IA Park. Discussion was held on bill of Todaro for janitorial services. Board moved to leave the matter to a committee of Tr. Costa and Tr. Greco. Motion by Tr. Moruzzi~ seconded by Tr. Masochi that Trustees Costa & Greco head com- mittee to study Todaro bills. All in favor; motion carried. Mayor Synnett reported there is internal dissention in th~Police Dept., and presented a discussion of problems we are-having with the Department. The Mayor further stated that there was some question regarding the experience and qualifications of the Chief for lhe job. He questioned Oomm. Morse re- garding same. Civil Service Job Description and Application of the Chief were discussed. (Tr. DiGregorio arrived at the meeting at this time,) Co~. Morse indicated that all small communities appear to have simil-ar pro- blems~ in that they serve as a training, school for people who~ after training~ leave for a better paying job. Tr. Moruzzi asked the purpose of the meeting~ and if we were ~hinking of dis- banding department. Mayor Synnett responded that we reall~ only wanted to know what we could do. Comm. Morse replied that the Board full control over the Dept. Tr. Greco asked if there were any guidelines and Comml Morse referred to the Disciplinary Manual. Tr. DiGregorio asked if Perreg~ ~ould be a part time and still be a Sergeant and Comm. Morse replied it was o.k.~ if kept under 20 hrs. a week. Tr, Di- Gregorio stated that he had been told that we could not have a part time sergeant and Comm. Morse stated that no prohibition was against part-time Sergeant. Co~m. Morse stated that Perrego never passed the test for sergeant and so was a provisional appointee. To the best of his knowledge ~errego was never on eligible list as sergeant. Tr. DiGregorio asked if had ever appeared on eligible list as a patrolman and Comm. Morse stated that he could not recall without the recordS. Tr. Costa asked if we could direct a walking man on the beat and he was told yes~ if it was job related. Tr, Moruzzi stated that the Pollce Dept. Personnel are responsible %0 the Board as a whole and not to individual members of the Board. All agreed that Board should act as a unit.
