MINUTES OF THE SPECIAL MEETING OF THE PLANNING BOARD HELD 10/21/14

Present: Tom Morris, Chairman, Bonnie Kieffer, Vice Chairperson, Don McCormick,
Mike Kocan, George Moran and Mary Ann Loncto, Secretary

Absent: John Regan

Others Present:
Bryan Murphy Trustee Huber
Mayor Alexander Pete Purdy
Beth Devine Kenny Michelin
Cathy Mazochi Cindy Latino
Joe Indovino Claudia Indovino
Anthony Pavese Mrs. Pavese

Meeting was called to order at 7:00 p.m.

RICHARD HOLLISTER, 45 S. MESIER AVENUE
First on the agenda was the discussion on a request from the Village Board of Trustees for a
recommendation for an additional curb cut at 45 S. Mesier Avenue. Mr. McCormick stated that
there was no survey included in the submission. Mr. McCormick stated he would like to see a
survey to make sure that the proposed curb cut and driveway is entirely on Mr. Hollister’s
property. The owner of the property was not present. Mr. Morris stated he would like
confirmation of the clearance between the house and the sideline. He also questioned whether
they really needed an additional curb cut/driveway or do they just extend the existing driveway
and put the parking in the rear of the building. Mr. Morris also stated that according to the
Zoning Ordinance – parking is not allowed in the front yard. Perhaps he can remove the existing
curb cut and put a new curb cut on the south side of the property and continue parking in the rear
of the building. It was also stated that there are gas meters on the right side of the property and
a set of stairs on the left side of the property but without reviewing a proper survey it is
impossible to tell exactly how much room there is. Mr. McCormick stated he does not feel that
the Board has all of the appropriate documentation to make a decision. Ms. Kieffer stated she
agrees with both Mr. McCormick and Mr. Morris but added that the Board had received a letter
from Highway Supt. Peter Paggi dated October 7, 2014 (copy of letter is on file in the
Planning/Zoning offices) stating that “…..the Village of Wappingers Falls allows only one curb
cut per lot…” Mr. Moran stated he agrees with all of the discussion and Mr. Kocan added that
he does not approve of two curb cuts. In fact he went by the property before the meeting and he
did not see multiple curb cuts in the area. Mr. Morris stated he did the same thing and if there
were as many house with multiple curb cuts as Mr. Hollister suggests there are – they would be
noticeable and he did not notice any.

At this point Mr. Morris asked the Secretary to write a letter to the Board of Trustees stating their
need for a survey before they make a recommendation to the Board of Trustees in order to make
an adequate determination of what options are available to the homeowner. It was suggested that
the homeowner is also copied on the correspondence.
