<br />MINUTES OF THE PLANNING BOARD MEETING HELD JULY 9, 2015 <br /> <br />Present: Tom Morris, Chairman, Bonnie Kieffer, Vice Chair, Don McCormick, Mike <br />Kocan, Bob Relyea, George Moran (Alternate), Lisa Cobb (Attorney) and Mary Ann Loncto <br />(Secretary) <br /> <br />Others Present: <br /> Jay Paggi Michele Greig <br /> Alan Weitlich Gail Weitlich <br /> George Kolb Richard Hollister <br /> Bill Sawall Bryan Murphy <br /> John Regan Jim Galloway <br /> Trustee Huber <br /> <br />Ms. Kieffer made a motion to approve the minutes as amended – (Amendments include – Page 1, <br />Paragraph #2, Line 4 should read, “Mr. Relyea – Aye,” and Page 4, under Kevin Hunt, Line 7 <br />should read, “create two bedrooms….” Motion seconded by Mr. McCormick. Unanimously <br />carried. <br /> <br />ALAN AND GAIL WEITLICH, 2780 WEST MAIN STREET <br />First on the agenda was the proposal from Alan and Gail Weitlich to return the station to the <br />original plan – with gas and DEC approved tanks, reduced amount of pumps, snack shop and <br />repair shop at 2780 W. Main Street. Mr. and Mrs. Weitlich, owners of the property and Mr. Jim <br />Galloway from American Petroleum (who took the tanks out and will be reinstalling them) were <br />present. Mr. Weitlich stated he would be putting the tanks back in the same location as they <br />were before. Mr. Galloway stated there would be less tanks in the ground, less dispensers, less <br />hoses – they are not putting the diesel back on the side the way it was. It will be more <br />convenient for the public to get in and out. There are no changes to the physical conditions of <br />the lot. The existing canopy will remain. There will be a new fire suppression system installed <br />to meet the regulations. New lighting will be installed which will be all recessed/flat. Mr. <br />Morris reminded Mr. Galloway that he will need photometric and cut sheets for the proposed <br />lighting. It was stated that double walled fiberglass tanks will be installed. New regulations <br />require a totally contained system. Mr. Morris recommended that the applicant contact Village <br />Engineer Paggi to make sure what they are submitting is what Mr. Paggi needs to review. It was <br />stated that the applicant has provided a spill incident report to the Planning Board with the date <br />that the spill case with the DEC was closed. Mr. Morris asked applicant to supply a complete <br />copy of the spill report for the files. Applicant stated that 6 months ago he gave up the snack <br />shop portion of the business because the demand was no longer there. But now that they are <br />putting gas back in they would also like to operate the snack shop again. Mr. Morris stated <br />applicant would have to put the area on the site plan where the snack shop would be located and <br />how it would be laid out. Mr. Morris asked Mr. Murphy to confirm that the snack shop was <br />auxiliary to the gas station. Mr. Murphy, after reviewing the definition of gasoline service <br />station felt that it was ok to have <br />The snack shop. Mr. Morris summarized what the applicants would need for their next Planning <br />Board appearance: (1) A Planning Board application which clearly states what they are doing, <br />(2) complete site plan submission as per the Village Code and (3) short form EAF.
