Regular Meeting of the Mayor and Village Board of Trustees was held on Wednesday, February
21, 2007 at 7:15 P.M., in the American Legion Hall, 7 Spring Street, Wappingers Falls, NY 12590
PLEDGE OF ALLEGIANCE
ROLL CALL: Mayor Lawrence; Tr. Weitlich; Tr. Alexander; Tr. Chase; Tr. Cerino; Tr. Visentin; Tr.
Hilderbrand. (All present)
ACTION ON MINUTES: January 10, 2007; Regular Board Meeting
Motion by Tr. Weitlich to accept the minutes as written. Seconded by Tr. Chase. All in favor.
Carried.
AUTHORIZATION TO PAY BILLS AS PER APPROVED WARRANTS.
Tr. Cerino stated the Finance Committee has reviewed the bills and they signed the Warrants. The
Warrant was signed last week. The snowstorm, meeting canceled. Motion by Tr. Cerino to authorize
payment of bill as per approved Warrants. Seconded by Tr. Weitlich. All in favor. Carried.
COMMENTARY:
Tr. Cerino stated he had a couple of items that he would like to make comments on. He'd like to thank
Tr. Chase and Commissioner Chase, Councilman Baisley and Commissioner Baisley and Supervisor
Pat Myers and Commissioner Myers from Tri Municipal. They gave him another term as Chairman.
Usually it is a round robin event and he would like to thank them. Normally you hold the term for one
year. He thanked Tr. Chase tonight and the others will be thanked at the Tri Muni meeting. Number
two, there was a comment passed and he did a little research for attendance. Sitting on this Board and
Tr. Alexander has to be excluded because he's only served for one year. There is a Trustee sitting at
this table who has the best attendance records for attending meetings. He's sitting at his far right. Tr.
Visentin has the best record for attending meetings. It may not appear so but he has missed 2 meetings.
He's come in late 4, 5 times but he has the best attendance record. He's a close second. When someone
states that he has the worst attendance record, it's not true. The Clerk and the Administrative Assistant
have verified it. Don't take his word for it. Take their word for it. He then said he has a sheet that he
printed out that will come up for discussion later on that provides the medical cost for 20 employees; 4
are non-applicable because they're not under the MVP; one is under the (could not make out word).
So there is a total cost...3 individuals took the buyout. For 20 individuals, including the buyouts, that
dollar amount is $183,763.07. That would be from this month moving forward. We'll touch upon that
when we get to that item. Just so you have this dollar amount in front of you because there will be an
item that has to be discussed. He will try to keep it (papers shuffling and could not hear words)....it is
contractual.
Mayor asked if the figures in the E column, this is what the Village pays for each employee and Tr.
Cerino replied yes. If you're single, it's lower. Double, it's higher.
DEPARTMENT MANAGERS REPORTS.
TREASURER: Ms. Brown stated they received the February Sales Tax receipt in the amount of
$54,049.00. They have started the budget process; all department heads received budget requests on
February 15` and they are due back March 1st. She will then put a tentative budget together with their
requests and in April the Board will meet and finalize the budget. The Board will be voting tonight to
make a couple of changes in the Finance Department. The first is to work with M & T Bank for tax
collection. It will be in accordance with audit standards and NYS Comptroller recommendations. This
will help collections go smoother; residents can pay their bills at the local branch (which is open on
