Workshop meeting held October 3, 1983 at 7:00 p.m, at the Village <br />Hall, <br />Present: Deputy Mayor Costa, Trustees Carey, Cioppa, Greco, Mazochi <br />and Perrego, Treasurer Campilii, Assessor Walker~ Attorney Lyons, <br />Engineer Lapar and William Rhode. <br /> <br />Over-65 Exemption <br />AssessOr Walker repotted that the State had recently passed legis- <br />lation providing for a schedule for a graduated maximum income <br />eligibility. The law makes the new schedule an option available <br />to villages. <br /> <br />Treasurer Campilii asked what the present procedures for applying <br />for the exemption are and what proof of income was required from <br />applicants? <br /> <br />The assessor explained that taxpayers over sixty-five years of age <br />wishing to apply for the senior citizen property tax exemption had <br />to submit an application by December 31st for the following fiscal <br />year, and a renewal form annually for each subsequent year{ but that <br />the village did not at present require specific proof of income, but <br />could request a copy of the applicant's income tax be provided. <br /> <br />Trustee Mazochi inquired how the new schedule would affect the tax <br />levy if enacted? <br /> <br />Assessor Walker stated Shat it would have a minimal effect due to <br />the small number of taxpayers involved. <br /> <br />Matter tabled for further discussion. <br /> <br />Tri-Municipal <br />Trustee Greco asked, in light of recent newspaper articles, what i~s <br />the current status of the Tri-Municipal project, and what direction <br />is the project taking. <br /> <br />Engineer Lapar stated that ~e project was in the Design Phase, which <br />involved drafting plans, obtaining easements, and doing some soil- <br />borings. Mr. Rhode added that much of this work will be done by <br />subcontractors. <br /> <br />Treasurer Campilii asked who would run the Bowdoin Park plant and <br />how would costs be apportioned? <br /> <br />Engineer Lapar stated that costs for running the plant would be <br />based on flow and billed to each municipality, which would then <br />decide how to raise the revenue. He suggested that a sewer-use <br />charge based on a percentage of water use would be more equitable <br />than a flat tax on assessed value. This method could be used for <br />residential users and a separate arrangement established for com- <br />mercial users. <br /> <br />Trustee Costa said he that he saw a problem with surface-water <br />infiltration in regards to commercial users. <br /> <br /> <br />
