A special meeting of the Mayor and Village Board of Trustees was hem on Tuesday, <br />September 29th, 1998 at 7:00p. m. in the American Legion Hall, 7 Spring Street, <br />Wappingers Fails, NE. <br /> <br />Present: Mayor Raymond Belding , Trustee Mike Goebel, Trustee Jean Hinzmann, Trustee Cai <br />Lawrence, Trustee Greg Hemingway, and Park Commissioner Regan <br /> <br />Commissioner Regan addressed the condition of the roof of the Mesier Homestead, recent <br />problems experienced due to infiltration of rain water, and the need for repairing same. <br /> <br />Discussion followed on the difficulties in obtaining grant moneys for a project of this nature due <br />to the relative priorities of the respective funa~ng agencies. Mention was made that a grant in <br />the amount of $95,000. OO for restoration of the Homestead roof had been awarded by the New <br />York State Office of Parks, Recreation, and Histo~cal Preservation, which funds, as the board <br />was aware required a local match. It was further reported that upon approval of the bid <br />specifications, the project had been let out to bic~ and that of nine concerns expressing interest, <br />two had submitted proposals: <br /> William Manfredi Construction Corp.: $159,000 <br /> Mid-State Industries, Ltd: $154,000. <br /> <br />It was pointed out that given the historic requirements, and that the involvement of the state <br />required payment according to the prevailing wage rates, this wouM tend to make the project <br />more expensive. <br /> <br />Trustee Lawrence observed that from his review of the job specs that he considered the materials . <br />specified by the architect to be used were of top quality. <br /> <br />Commissioner Regan expressed concern regarding the possible necessity of making some <br />structural repairs to the east dormer, and recommended making adequate provision in <br />contingency to address any problems that may come to light in the course of construction. <br /> <br />Mayor Belding indicated that the base bid provided for the replacement of any deteriorated <br />framing; and the village's share, which was offset by donations from both the Village Historical <br />Society and the Preservation Trust, would be about $77,000 which included a 5% contingency. <br /> <br />Mr. Bill Jones stated that he was present on behalf of the Historical Society at the request of <br />Mrs. Lyons, and while they welcomed the fact that the roof would at long last be repaired; they <br />hoped they wou[d be given sufficient notification before work commenced to secure the artifacts <br />stored in the building. <br /> <br />Commissioner Regan inquired as to whether or not the Historical Society carried insurance on <br />the items. <br /> <br />Page 1 of 3 <br /> <br /> <br />
