Public Hearing on the proposed 1999-2000 Village budget was <br />held on April 1~, 1999 at 7:00 P.M. in the American Legion <br />Hall. <br /> <br />Mayor Belding absent due to illness and Deputy Mayor Cerino <br />chaired Hearing. <br /> <br />Tr. Cerino said that, based on budget requests received, <br />tentative budget reflects a tax rate of <br />~13~.00 per thousand or an increase of 23%. He said the tax <br />base has been somewhat reduced; Highway Dept. has requested a <br />new truck; Library has requested an increase in <br />appropriations; some increased expenses are due to labor <br />contracts negotiated and/or pending. <br /> <br />Tr. Cerino said the Board has conducted one session to start <br />the budget process and has made some headway; other sessions <br />have been scheduled prior to adoption of final budget. <br /> <br />Tr. Hemingway said there has been about a $75000. decrease in <br />tax base; he said expenses incurred included contractural <br />increases under the Labor contracts, pending and settled; a <br />couple of areas where equipment line was quite high; some of <br />the costs in the bldg. line can be diminished by utilizing <br />Village labor.; several items can be cut under Police <br />equipment although we will probably need a new Police car <br />which will reduce repair costs. <br />Tr. Hemingway said Highway Dept. had several large items in <br />their proposal and $79,000. has already been cut from same. <br />He said, realistically, budget can be brought down to a one <br />to two percent increase and in the last three years we have <br />decreased the tax rate twice and one year holding even. He <br />said we still have major projects pending including <br />completion of Oak Park and repaving Mesier Ave. N., from High <br />Street to Liss Road. <br /> <br />Tr. Hemingway reported the Mayor and Village Board has done <br />a good job over the past ~ years in keeping the tax rate <br />down.. <br /> <br />Tr. Hinzmann said she was in agreement with what Tr. <br />Hemingway had Just said and had no other comments on the <br />budget. <br /> <br />Tr. Davis said we would have to see what we want to do long <br />term and incorporate into budget what we feel is necessary. <br />He said this was his first budget experience and same was a <br />learning process. <br /> <br />Tr. Juliano said he has reviewed budget requests and agrees <br />we could hold the line, or a minimal increase, although we <br />were in the preliminary stage of the process. <br /> <br /> <br />
