A combined special meeting, workshop session was held on <br />Wednesday, August 4, 1999 at 7:00 P~M. in the American Legion <br />Hall. <br /> <br />Present: Mayor BeldinG, Tr. Juliano, Tr. Lawrence, Tr. Davis, <br />Tr. Hemingway. <br /> <br />Also present: Water Chairman Travis, Masterplan Committee <br />Chairperson Sassmann, Planning Board Chairman Visentin and <br />Code Enforcement Officer Alfonso. <br /> <br />Mayor Belding said main purpose of the meeting was to <br />authorize the execution of the Water Tower OPtion and Lease <br />Agreement. <br /> <br />WATER TOWER OPTION AND LEASE AGREEMENT <br /> <br />Motion by Tr. Juliano, seconded by Tr. Lawrence that the <br />Mayor and Water Chairman Travis be authorized to execute the <br />above on behalf of the Village of Wappingers Falls. Carried. <br /> <br />DISCUSSION ON ANTIQUE SHOPS: <br /> <br />Mr. Visentin said he had sent a memo on behalf of the <br />Planning Board saying they were opposed to having an antique <br />shop in a residential district when there were vacant stores <br />within the Village. He said, according to Village Law, there <br />were a number of steps which had to be followed such as <br />notifying Dutchess County Planning Board and following <br />procedures within our own Code regarding various amendments. <br /> <br />Tr. Juliano inquired as to a Special Use permit and Mr. <br />Visentin recommended we direct our Village Attorney to <br />proceed under Article 5, section 151.27 of our Zoning Code <br />which states nearly all the procedures we have to follow and <br />we want to make sure we do everything we are suppose to. <br /> <br />Mayor BeldinG said we will await the recommendation of the <br />VillaGe Attorney relative to the above as the most important <br />issue is ~to clear up the law relative to antique shops. <br /> <br />REPORT ON THE LAKE: <br /> <br />Tr. Lawrence discussed cleaning up the Lake and said same <br />was a bad situation with the growth of weeds and pollution <br />coming from area shopping malls and upstream communities. He <br />said we have tried dredging and using the Weed Harvester with <br />no real progress and minimal funding. He suggested the Board <br />meet at the Lake front to observe these conditions first <br />hand. <br /> <br />Discussion followed on the condition of the lake, reasons for <br />contamination and possible solutions; it was also stated that <br /> <br /> <br />
