A Public Hearing on a proposed local law was held on <br />Wednesday, October 13~ 1999 at 7:15 P.M. in the American <br />Legion Hall. Proposed law would amend the Village Code in the <br />following manner: <br /> <br />A. Abolishing side line set back requirements as they pertain <br />to duplex structures. <br /> <br />B. Create a two hour parking limitation along the southern <br />side of East Main Street from the vicinity of Givans Ave. to <br />Saterlee Place. <br /> <br />C. Including Day Care centers in the Neighborhood Business, <br />Central business and General business zones; and <br /> <br />D. Creating a stop sign on Lower Henry St., at the <br />intersection of Clapp Ave. in an easterly direction <br /> <br />Tr. Juliano said he had a question regarding amendment C <br />which states "Including Day Care centers in Neighborhood <br />Business, Central Business and General Business zones". He <br />inquired if this would mean Residential zones in which they <br />were now included and was advised they were excluded in <br />Residential Districts. <br /> <br />Tr. Juliano said he thought the State had control over Day <br />Care Centers and Atty. Viglotti advised that, in residential <br />districts, Day Care providers are allowed in a person's home <br />and there was little the village could do about this <br />particular type of license. <br /> <br />Atty. Viglotti said Day Care Centers are a different type of <br />enterprise whereby a building is being rented to conduct a <br />business and are not allowed in a Residential district. <br /> <br />Regarding abolishing Side Line Set Back reguirements, Atty. <br />Viglotti said this pertains to a condition which exists where <br />there are connected dwelling units where a "0" lot line <br />exists; either in a R2F zone, non-conformimg dwelling or <br />where variances are granted. <br /> <br />Public Hearing closed 7:30 P.M. <br /> <br /> <br />
