Special voting meeting was held on Monday, September 18, 2000 <br />at 7:00 P.M. in the American Legion hall relative to grants <br />and budget. <br /> <br />Roll call: <br /> <br />Present: Mayor Belding, Tr. Davis, Tr. Cerino and Tr. Bain <br /> <br />Discussion followed on Water Department budget and <br />operational expenses and Tr, Bain said it was a different <br />situation when dealing with a capital account as that was a <br />long te~m debt and was external from daily expenses, but, <br />eventually, the system has to pay for that, but not all at <br />once. <br /> <br />Water Commissioner Mo~uzzi said, it was his understanding <br />that, when they drilled for new wells, the money came from <br />the Village tax and Tr. Cerino said Wells No. 3 and ~ were <br />designated as Village Capital projects and paid from general <br />Village fund. <br /> <br />Discussion followed on various ways they can finance Water <br />Department operations and Mr. Travis said at some point and <br />time they will be looking at the total renovation of the <br />Wenliss Tank and, at that time, tank will be totally down and <br />the Village will have to provide a fire reserve of 2~0,000 <br />gallons; he said temporary tank would be half of the <br />Delavergne tank assembly and would be mounted at the site <br />to give us a fire supply when the Wenliss tank was down. He <br />said when Wenliss tank was complete, temporary tank would be <br />dismantled and taken up; they would then take the Delavergne <br />tank down and put this tank there, with a new base, which <br />would give us a 500,000 gallon capacity. <br /> <br />Mr. T~avis said Delave~gne tank essentially services the <br />First Ward and the cost of this project would be <br />approximately $600,000. and they will seek CDBG funding <br />pay part of the cost. <br /> <br />to <br /> <br />Mr. Travis discussed the various size of the lines which <br />connect to the Wenliss Tank and said fire supply from this <br />tank to the Village proper was nil. <br /> <br />Mr. Mo~uzzi said they were hoping to get high priority for a <br />grant to replace the Delavergne tank. <br /> <br />Mr. Travis said there was another part, rather than saying a <br />total Water Department project, and that was the fire <br />protection part which is essentially for total Village health <br />and welfare. He said once we finalize total cost of this <br />project, they will apportion a part of this to the Village <br />and this would assist Water Department with pa~t of that <br />bond.
