A _special meeting of the .'.~ayor and Village Board of Trustees was held on <br />Wednesday, October 19, 1994 at 7:30 p.m. in the Village Hall. <br /> <br />Present: Mayor HInzmann, Trustees Cerin°, DiDcmizio, Goebel, HemingWay, <br />Shay, and Traver; Jim Bain, Anthony Quartararo. <br /> <br />~ayor requested authorization to execute the COntract between Sun-up Enterprises <br />and the Village regarding the Mill Street Drainage Project, subject to approval <br />of the Village Attorney. He stated that the terms were those accepted by the <br />Board at the last .n~cting. <br /> <br />Trustee DiDc~lizio inquired as to the fiD2~ncing. <br /> <br />Trustee Cerino explained that the total project cost is $144,000, with <br />$75,000 approved tinder the New York State Suburban Highway /mprovement Program <br />through State Senator Saland, $40,000 funded under the NYS Consolidated <br />Highway Im?rovement Program, $4,000 fr~n con~tJ~]gency, and $20,000 under the <br />bond resolution approved October 12, 1994; with the Public Works assisting by <br />undertaking the installation of the line in ~iill Street. He added tb~t the <br />Landscaping will be deferred to next spring, possibly to be undertaken by a <br />local service group; and that the ~yor will be approaching BOCES to solicit <br />their interest in inCOrporating the staircase as one of their projects next <br /> <br />Motion by Trustee Traver, seconded by Trustee Shay to authorize the ...~ayor <br />to sign the COntract with Sun-up Enterprises, subject to review by the <br />Village Attorney. -motion carried. <br /> <br />The .~yor stated that the next order of business is the matter of the <br />Early Entry request by the Town of Wappinger regarding ~r~ticipation in <br />the Tri-_W~nicipal ~ System. <br /> <br />.Mr Quartararo, COunsel for the Tri-.,Municipal C~u~,~ssion, stated that if there <br />were any questions, he would be happy to answer them. <br /> <br />Trustee DiDcmizio said that the Early Entry k~t the Town of Wappinger had <br />nothing to do with the Village's concerns with the Town of Poughkeepsie. <br /> <br />Mr. Quartararo agreed, sayLn9~ that the ~_arly Entry Agr~ment addresses <br />financing, and the agreement between the Tri~4unicipal Co~ssion, the Town <br />of Wappinger and the NYS-EFC allows the Cc~mgssion to bill the state <br />Pmvolving Loan Fund directly so that it can write checks on the bonds that <br />Wappinger is going to borrew. ~Ir. Quartararo stated that the latter agr~-~nent <br />is not yet in hand, and that he felt that tl~t was something of a disadvantage <br />because without it, the Cu~u~ssion would be having the Town of Wappinger <br />Expansion Project billed without direct access to the funds. <br /> <br />The Mayor stated that that agrc~--~ent is part of the Early Entry. <br /> <br />Mr. Quartararo stated that if the Village Board did not vote to accept the <br />Early Entry Agreement, he felt it would be a serious mistake on their part. <br />He said that the Town of Poughkeepsie had voted to accept it and it had been <br />signed by the Tri-Municipal Ccmmlission, and approval by the Village is <br />needed,, as the bids are scheduled to be opened tcmorrow; and he could not <br />recc~me~d that the C~m~ission accept the bids absent Village approval. <br /> <br /> <br />
