An Informational meeting regarding proposed projects under the
Community Development Block Grant Program for the 1995 program year
was held at the Village Hall on Wednesday, Dec,her 14, 1994 at 7:00
p.m.

Present: ]~ayor Hinzmann, Trustees Cerino, DiDomizio, Goebel,
Hemingway, Shay and Traver; also present Attorney Viglotti.

The ~tayor explained that the purpose of the meeting was to
solicit public input regarding various projects relative to the
Community Block 1995 Program. He indicated that the Village was
actively considering several proposals, but the consensus of the
Board was that since the Department of Water Supply had experienced
problems as recently as last year that an Emergency Water Project
held the highest priority. The Mayor stated that in the event that
the Village did not meet the income demographics that the request for
funds would reflect a pro-rated share based on census blocks.

Donald Mazochi, Chairman of the Board of Water Cos~issions
stated that the well field was drilled around 1938, during the
administrat, ion of the late Mayor McCafferty when Wells #1 and #2
pumped fifty gallons per minute. These are now obsolete and capped;
that the most recent well, #5, was about ten (10) years old and that
there 'is limited space to drill any more wells at the Canale field
site. Mr. Mazochi advised the Board tbat the Village needs to start
exploring the feasibility of alternative sources of water, and that
an emergency hook-up would be a really valuable asset.

James Alfonso, Water Commissioner, pointed out that rlor~ally the
wells would be scheduled to be re-devel_oped about every two (2) to
three (3) years, but that in recent years the Water Department bad
found itself having to re-furbish a well each.year.

The Mayor stated that a second proposal the Board was
considering was replacement of old sewer laterals for senior
citizens, a subject which had recently been brought to their
attention by thejChairman of the Planning Board.

Trustee DiDomizio observed that the replacement of sewer
laterals had been suggested previously in 1991, and seemed an
appropriate proposal under infrastructure.

The Mayor further stated that the Boardwas also reviewing the
- Oak Park-Brookside Drainage area, due to continuing adverse impacts
experienced in this area; which project had been previously approved
for Community Development Block Grant funding in 1983.

M.T. O'Leary, Executive Director of Community Services ProgrAm,
Inc. requested the Board consider sponsoring a grant of $100,000 on
behalf of Hudson 'Val~ley I4DF Company, Inc., a subsidiary of CSP, under
the housing cmq~onent of the program. Ms.O'Leary indicated that
~stag proposals would be ev&luated as & S~.l~.rate cat.eSory f~o~
~lic facilities not to be reviewed c~petitivelya~alnst tl~

Village's applications in it's o~ right.
