7 <br /> <br />A Public Informational Meeting Relative to the 1987 CDBG Program <br />was held on Wednesday, May 13, 1987 at 7:00 p.m. at the Village <br />Hall on Spring Street. <br /> <br />Present: Mayor Synnett, Trustees Alfonso, Hemingway, Komornik, <br />and Todaro (Trustees Greco and Silvestri absent due to illness). <br /> <br /> The Mayor explained that the purpose of the meeting was <br />to solicit public comment on the proposed use of the village's <br />allocation of Community Development Block Grant funds for the <br />1987 Program Year. The Mayor stated that the Village had been <br />participating in the Community Development Program for several <br />years; and had accomplished a number of projects, most notably <br />the rehabilitation of the burnt-out buildings on West Main Street, <br />which project had been honored with an award from the Governor. <br /> The Mayor then recognized Margaret O'Leary, Executive <br />Director of Wappingers Youth Outreach, In%. and asked if she had <br />an comments to make, <br /> Mrs. O'Leary declined, stating she was there only as an <br />observer. <br /> <br /> Trustee Alfonso clarified that the funds under discussion <br />this evening were the Village's allocation of about $20,500.00 <br />as opposed to other funds which the Village occasionally sought <br />under the Housing Match component of the Program. <br /> Trustee Alfonso recommended that the funds be used for the <br />previously designated East Main Street Drainage Project which had <br />been previously approved, but discontinued when a more pressing <br />need developed in reference to the Clinton Dam. <br /> <br /> Ms. Kathleen Esposito, Co-ordinator of Big Brothers/Big <br />Sisters of Dutchess County requested an allocation of $500.00 <br />for the purpose of expanding their program in the Village to <br />include eductional workshops in the areas of drug and alcohol <br />abuse and related matters. Ms Esposito made reference to her <br />letter to the Board of April 6, 1987 which further detailed the <br />request, and thanked the Board for its support during the program's <br />recent Bowl-a-thon at the Holiday Bowling Alley. <br /> She stated that Big Brothers/Big Sisters presently operated <br />a satellite facility out of Givans Avenue and matched young <br />people from single-parent homes with adult volunteers on a one- <br />to-one basis. She stated that of~the present cases handled by <br />her office approximately 22% served young people in the Village~ <br />and that 83% of those served were from low-moderate income families. <br />She further mentioned that her office interfaces with the County <br />Youth Bureau and receives referrals from Family Court re juvenile <br />delinquents as an alternative diversion service. <br /> The Mayor stated that the request had been discussed at the <br />April meeting upon receipt of her letter, and had been in the <br />interim highly recommended by the members of the Recreation <br />Committee. <br /> <br /> Louise Burnett, Givans Avenue asked if then it was her <br />understanding that the Board intended to approve the request. <br />Upon being assured that was the case, Mrs. Burnett said that <br />was a good thing, because otherwise she would have to take things <br /> <br /> <br />
