A Public Hearing on proposed Local Law 9 3 of 1987 was held on <br />August 12, 1987 at 6:45 p.m. at the American Legion Hall on <br />Spring Street. <br /> <br /> Present: Mayor Synnett, Trustees Alfonso, Greco, Hemingway, and <br /> Komornik; also present Att'y Viglotti <br /> <br /> Att'y Viglotti explained that Local Law #3 was proposed to <br /> repeal Chapter 24 of the Village Code, entitled "Sewers". <br /> He further stated that due the Village's participation in the <br /> Tri-Municipal Sewer Project it was necessary to upgrade the <br /> old ordinance, and that a subsequent law was intended to <br /> revise the old regulations. <br /> <br /> -there being no comments at this time re Local Law#3, the <br /> Board proceeded to a Public Hearing on Local Law #4, being a <br /> modernized version of the old sewer ordinance. <br /> <br /> Att'y Viglotti explained that according to the Tri-Municipal <br />Resolution of intent, the Village had indicated that it would <br />review the Sewer Use Ordinance and make changes where necessary. <br />He stated that part of the intent was to restrict chemical <br />contamination of the sanitary sewers to safeguard the operation <br />of the new plant. <br /> <br /> The Mayor indicated that under the proposed law, storm <br />run-off from gutters, leaders, and other external flow would <br />be prohibited from the sanitary sewer. <br /> <br /> Tr. Alfonso stated that reducing the flow from sump pumps <br />would in turn reduce the metered flow into the plant upon which <br />the Village's charges were based. <br /> <br /> Mr. Davis, Oak Park asked what the people were to do. <br /> <br /> Mr. Garnot, W. Main St., said they could pump the water <br />out and direct it to the storm system as the fire companies do <br />when they pump people out. <br /> <br /> The Mayor pointed out that it was a state mandate that <br />sump pumps not empty into sanitary sewers. <br /> <br /> Mr. Davis asked who would bear the cost. <br /> <br /> The Mayor stated that it would be the responsibility of <br />the property owner. <br /> <br /> Tr. Greco expressed a concern that the new law appeared to <br />have the home-owner bear the cost to the curb. <br /> <br /> Att'y Viglotti said that that applied to new construction, <br />rather than repair of existing lines. He further pointed out <br />that the charges were to figured from the water usage, and there <br />was a provision in the law for that to be done by Board resolution. <br /> <br /> -there being no further comment, the Board proceeded to <br /> <br />A Public Hearing on Local Law ~5, pertaining to alternate side <br />parking on Downey A~enue. <br /> <br /> Att'y Viglotti explained that the proposed law would provide <br />alternate side parking on Downey Ave. at designated times. <br /> <br /> <br />
