The regular meeting of the VilLage Board of Trustees was.held on <br />Wednesday, January 13, 1988 at 7:30 P.M. in the American Legion Hall. <br /> <br />Present: Mayor Synnett, Tr. Greco, Tr. Craft; Tr. Komornik, Tr. <br />Losecco, Tr. Hemingway, Tr. BreGlia & Atty. ViGlotti. <br /> <br />Finance Committee: <br />Committee audited al~ approved bills. <br /> <br />Motion by Tr. Greco, seconded by Tr. Craft that all audited bills be <br />paid. Carried. <br /> <br />Clerk read letter from Clarence E. McGill, Chairman of D.C. Committee <br />against Racism, requesting permission to hold a march and candlelight <br />vigil En honor of Dr. Martin Luther King on the afternoon and evening <br />of Jan. 16, 1988 from 4 to $ pm. The march would be dedicated ~o <br />peace and justice for which he died and in honor of those who died <br />in needless wars. They would like to march from the Village to Soldiers <br />Memorial at Rte. 9, hold a candlelight vigil for 23 minutes, and <br />return to point of origin. <br /> <br />Mayor Synnett reported Village would propose an a/ternate route , if <br />permission is granted, for the march. He stated alternate route would <br />be from Spring St. up Park St., down Mesier~Ave. N. to Mesier Park. <br /> <br />Kathy Deppe requested permit to conduct the march. <br /> <br />Atty. Violotti reported he received a ~tter from Mr. Noel Tepper, <br />Atty. for the Committee against Racism, concerning the provision of <br />a certificate of insurance for the march and advised it was highly <br />unlikely that they would be able to find an insur~ce carrier to <br />write such a policy because of the possibility of controversy <br />surrounding the march. He stated it was highly unlikely his client <br />could pay a premium in the amqunt of $1,O00. and it becomes obvious <br />that a Group or person's right of assembly and right of free speech <br />cannot be dependent on whether there is an available insurance company <br />to write a liability policy or subject to whether they have enough money <br />to pay a premium. <br /> <br />Mayor Synnett reported local orGm izations are required to provide <br />insurance for events and everyone is treated equally. <br /> <br />Lorraine Jackson reported they would be expressinG their right of <br />freedom of speech and assembly. <br /> <br />Atty. Viglotti reported other organizations have Grated permission to <br />use their property for this service. <br /> <br />Mr. Mills and Mr. Duncan, members of Mid-Hudson Vietnam Veterans, <br />stated they were against using Memorial Park as they considered this <br />sacred ground. <br /> <br /> <br />
