An Informational Meeting was held on Wednesday, March 9, 1988 <br />at 7:15 p.m. at the Village offices in the American Legion <br />Hall on Spring Street for the purpose of soliciting public <br />input regarding the potential use of the village's 1988 CDBG <br />allocation. <br /> <br />Present: Mayor Synnett, Trustees Breglia, Craft, Greco, <br />Hemingway, Komornik, and Losecco. <br /> <br />Trustee Greco summarized the current status of the Village's <br />Community Development Program, stating that: <br /> <br /> -the 1985 program funds were to be re-programmed since <br /> HUD had determined that Church St.-Walker Pl. oil and <br /> chip project was not eligible under revised criteria; <br /> <br /> -the 1986 funds had been allocated to the Village Parking <br /> Project which was presently ,'on hold" pending a preliminary <br /> study of parking needs and possible remedies, which for the <br /> ] present time was expected to be provided by the County <br /> Planning Department; <br /> <br /> -the 1987 funds were delegated to the East Main Drainage <br /> Project, which was as previouSly proposed in 1989; and <br /> <br /> -the 1988 funds were as yet to be programmed. <br /> <br />The Mayor stated that there was a serious need for off,Street <br />parking in the Central Business District and that he believed <br />there was a feasible site off Market S~reet which would require <br />fill and a retaining wall. <br /> In reference to the East Main Drainage Project, he said <br />there were three options for addressing the perennial flooding <br />on the east end, but that discussions with the property owner <br />had not resulted in a mutually acceptable selection as yet. <br /> <br />Mrs. MacDowell asked if there was an East Main Parking Project, <br />because she had recently read that the Mayor intended to create <br />additional parking in Mesier Park. She made reference to the <br />Mayor's comment in the paper that there was "dead area" in the <br />park and stated that was because there was so much junk piled <br />up there. She further reminded the Mayor that he had promised <br />at the last public hearing on parking that Mesier Park would <br />not be affected. <br /> <br />The Mayor stated that he did not recall any such promise and <br />that he had visited parks throughout the country. He stated <br />that the business area is congested with the businesses and <br />the library requiring parking. <br /> <br />Mrs. MacDowell stated that Mesier Park was the Village's <br />greatest asse~_~ and that she felt that the Board owed it to <br />the Village to take no more land for parking. She said people <br />could find a place to park if they didn't mind walking a little <br />way. <br /> <br />The Mayor explained that the lot ~that had been installed on <br />Spring Street was heavily used by people going to the businesses <br /> <br /> <br />
