Minutes of the Workshop Session held in the Village Hall Feb. 28, 1989 <br />at 7:00 p.m. <br /> <br />Present: Mayor Hemingway, Trustees Komornik, Greco, Ward, Costello, <br /> Hargrave and Kolb. <br /> <br />Others present: Margaret O'Leary~ Community Services, Engineer E. Martin <br /> from Paggi & Martin, Wesley Nolan. <br />Agenda: <br />Discussion of small cities community development: <br /> <br />Peg O'Leary informed the board that those small cities that were not <br />represented at the recent workshop would not receive funds. <br />The Village competition for funds is Port Jervis; Green Port,Long <br />Island, Kingston, and Ellenville. <br />Mrs. O'Leary commented that the program is complex and would make no <br />recommendation at the workshop session. She stated that HUD would, not <br />fund: A Municipal parking lot, but would fund demolition of same; <br />would n~t fund the Homestead project. She will do more research on the <br />regulations regarding the Homestead. Now York State funding decisions <br />committee will meet & argue the Village case if regulations allow. <br /> <br />Mrs. O'Leary also stated that if the Village accepts the agreement <br />with Wapp. Youth Outreach Inc., as consultant, the Village would be <br />responsible for an initial retainer of $1000.00 (which will be <br />accounted towards the reduction of the final payment). Total fee not <br />to exceed an aggregate amount of $3,000.00. (Information is in the <br />Youth Outreach Agreement with the Village.) <br /> <br />Mayor Hemingway stated that Attorney Viglotti has not seen the agree- <br />ment. Decision to act upon the agreement was deferred. <br /> <br />Tr. Komornik commented that she did not see a problem with retaining <br />Community Services. <br /> <br />Mayor Hemingway directed that a copy of the agreement be given to the <br />Village Clerk and forwarded to Attorney Viglotti. <br /> <br />Mrs. O'Leary stated there should be two public hearings. Dates were <br />set for March 15 & March 30. The proposed projects and Community <br />development should be discussed and by March 30th, a completed <br />application that the public can review. <br /> <br />Tr. Komornik stated that the public hearings be advertised. She also <br />stated that we are waiting to hear about the Old Main Post Office. <br /> <br />A discussion followed regarding the Post Office and the GSA (General <br />Service Administration). Mrs. O'Leary commented that if GSA is a <br />conduit for the Village to get the project, thats acceptable. <br /> <br />Tr. Greco asked Mrs. O'Leary about the notice for publication regarding <br />the public hearings. O'Leary stated she would prepare the notice and <br />give it to the Village Clerk for publication. <br /> <br />Eme~genqy Action Plan report - Engineer E. Martin <br /> <br />Eng. Martin gave addendums to the EAP report to the Board members. <br />The addendum being a notification flow chart. File plan by March 15. <br /> <br /> <br />
